Should there be changes to governing documents, they are first discussed at the Board of Directors level, and then submitted to membership for approval.
Form 990, Part VI, Line 11b: Form 990 Review Process	Accounting reports used to prepare the Form 990 are first analyzed at the staff member level. An independent accounting firm prepares the Form 990. The completed Form 990 is made available to the Executive Director and President for their review and filing.
Form 990, Part VI, Line 19: Other Organization Documents Publicly Available	Annual IRS Form 990, and governing documents are available for public review.
