	The entity received funds from the Massachusetts Gaming Commission to be utilized in a Health and Welfare fund for members of the organization representing the owners, trainers, and drivers at the horse racing facility for the benefit of the organizations members, their families, employees and others under the rule and eligibility requirements of the organization, as approved by the MA Gaming Commission. The funds are to be used for funding health and pension benefits for all eligible members and related individuals.

General explanation attachment	HHANE Mission Statement: The mission of HHANE shall be to promote the welfare and development of harness racing on behalf of the owners, trainers, drivers, breeders and others affiliated with harness racing in New England. HHANE shall encourage and promote legislation favorable to horsemen in general, recommend to rules and regulations which are deemed to be in the best interest of harness racing, to cooperate with and make suggestions to all associations conducting harness racing meetings, advising them on problems affecting the interests of horsemen, hear any grievances of any member, and to intercede if the Executive Board deems such action is appropriate.
