Explanation:

Due to a combination of tax preparer inelgible to file electronically and the fact that the organization is made up of rural members without the neccessary information technology (IT) training to file the Form 990 EZ Electroncially , we made final attempt to file the form 990 by mail. The service disallowed the filing by mail and sent the form 990 back to us causing a late filing of the return. We made a arrangments to combine the rural office members and the tax preparer and are filing the return electroncially a fact nearly impossible due to the rural members being located on ranches far from an urban area. We found the IRS software was not rural individual friendly and could a be used by a tax preparer .The service mailed the return back to us after the extended due date of July 15, 2021. We realized that the service had a very large mail in of returns back logged that caused them to mail out the return back well after the extended due date cause the late filing.
