The software is generating a diagnostic indicating that said Statement 11 is generated only for the paper return and not for the electronic return. The required information for said Line 11 is as follows:The Foundation owns approximately 32.93% of Gables Engineering, Inc., a Florida corporation, that operates an engineering/ aircraft parts manufacturing business and has one class of stock. It is a controlled entity due to attribution via IRC s. 318. The Foundation received the stock as a bequest on August 11, 2020 from the Victor E. Clarke Declaration of Trust, EIN: 46-7152621. The Foundation still held the stock on December 31, 2020. The stock appears as the last item on Statement 8. The permitted holdings under IRC s. 4943(c)(2) are 0% because disqualified persons own more than 20% of the stock. The Foundation's stock holdings in the controlled entity are not excess business holdings because of the 5-year rule under IRC s. 4943(c)(6)(A).       Form 990-PF, Schedule B, Parts I and II As stated in Statement 12, on August 11, 2020, the Victor E. Clarke Declaration of Trust, EIN: 46-7152621 distributed as a bequest to the Foundation approximately 32.93% of the outstanding sole class of stock of Gables Engineering, Inc. The Foundation recorded the stock for book purposes at a transferred tax basis, which is reported in Part I of Schedule B. Due to a fractional redemption of stock, the final book value on Statement 8 is slightly lower than the amount reported in Part I of Schedule B (see the last stock reported on Statement 8). The amount reported in Part II of Schedule B is the fair market value of the stock on August 11, 2020 per a professional valuation report commissioned by the Foundation. The value was significantly higher on December 31, 2020 (see the last stock reported on Statement 8) per a later valuation report commissioned by the Foundation. The company experienced dramatic fluctuations in value during 2020 due to the COVID-19 pandemic and other market forces.The amount reported in Part I of Schedule B ties to the amount of contributions reported on Line 1 of Part I on Page 1 of Form 990-PF. The transferred tax basis is the appropriate amount for Part I of Schedule B in order for the balance sheet to tie to the income statement. The amount reported in Part II of Schedule B does not match the amount reported in Part I of Schedule B because Part II is explicitly asking for the fair market value of the stock which, in this case, is not the carrying value of the stock.The carrying value is, under IRC s. 1015, a transferred basis from the donor and is the basis for determining gain for purposes of IRC s. 4940.
