During the current fiscal year, because of the Covid-19 Pandemic, we were unable to meet. However we were able to raise $2,156 for charitable, educational, fraternal and scientific purposes. Some of the organizations we helped were the American Cancer Society, American Diabetes Association, American Heart Assn, Rainbow for Girls, MESH Charities, Inc. and Scottish Rite Clinics.

Part IV, Line 1b: Why is organization an agent, trustee, custodian or other intermediary for contrib We are the custodian of charitable donations made through us, but not yet sent to the respective charitable organizations. The donations are made on a regular on-going basis. The total in the account as of March 31, 2021 is (12,742)and this amount is shown on our Balance Sheet (Part X Balance Sheet, Liabilities Line 21, Escrow Account Liability). It is showing a negative balance this year because of timing differences.

Form 990, Part VI, Line 6: Explanation of Classes of Members or Shareholder The members of the organization are all of the members of the various local chapters of the Order of the Eastern Star of the District of Columbia.
Form 990, Part VI, Line 11b: Form 990 Review Process A CPA prepares the Form 990 using information supplied by the Grand Secretary. When the Form 990 is complete in draft form, it is given to the Grand Secretary for review. Once that review is complete, the Form 990 draft is forwarded to the Chairman of the Grand Trustees. After the Trustees have had a chance to review the Form 990 and all are in agreement, the necessary forms are signed and the Form 990, including all necessary schedules, is filed electronically by the CPA.
Form 990, Part VI, Line 12c: Explanation of Monitoring and Enforcement of Conflicts We have a Jurisprudence Committee that investigates all complaints. Anyone found to be not in compliance is given the opportunity to conform, depending upon the severiy of the non-compliance. Anyone found not in compliance after that is removed from positions of authority within the organization.
Form 990, Part VI, Line 15a: Compensation Review & Approval Process - CEO, Top Management The organization currently has no employees. However, if we did, we would follow the guidlines established by the Society of Association Executives for level of education and experience required. A review would be conducted by the Compensation Committee of the pay scales within the District of Columbia to determine targeted salary and other compensation. It has been determined that this organization is currently an all-volunteer organizataion.
Form 990, Part VI, Line 15b: Compensation Review and Approval Process for Officers and Key Employees The Compensation Review Policy would be the same for other officers as it would be for top management. Under IRS rules and/or regulations there are no key employees. We are predominately an all-volunteer organization.
Form 990, Part VI, Line 19: Other Organization Documents Publicly Available The organization keeps a public copy available at our headquarters of: 1) The Form 990 for the three (3) most recent years after the form was required to be filed or, if later, when it was actually filed; 2) our Financial Statements; and 3) our Conflict of Interest Policy. We no longer have a copy of our original Form 1024 application. Our original Year of Formation was 1896. Our Constitution and By-Laws are updated annually, as necessary, at our annual Grand Sessions. A copy of the revised Consitution and/or By-Laws is made available to members as soon thereafter as possible.
