BUSINESS ATTRACTION DIVISION PROVIDES ECONOMIC DEVELOPMENT SERVICES AND PROGRAMS THROUGHOUT THE METRO LANSING REGION (INGHAM, EATON, AND CLINTON COUNTY). THE DIVISION HAS A PROACTIVE BUSINESS EXPANSION, ATTRACTION AND RETENTION TEAM THAT WORKS DIRECTLY WITH KEY BUSINESSES IN TARGETED INDUSTRIES DOMESTICALLY AND INTERNATIONALLY TO PROVIDE ASSISTANCE AND INCENTIVES THAT RESULT IN THE CREATION AND RETENTION OF JOBS AND INVESTMENT IN THE LANSING REGION. THIS IS ACHIEVED BY REGULAR COMMUNICATION WITH REGIONAL BUSINESSES, REAL ESTATE SITE SELECTION COMMUNITY, COLLABORATION WITH REGIONAL MUNICIPALITIES AND WORKING WITH LOCAL UNIVERSITY AND COLLEGES TO ATTRACT AND RETAIN TALENT. TWO PROJECTS WERE EFFECTIVELY RECRUITED TO OUR REGION, INCLUDING A CHINESE FOREIGN DIRECT INVESTMENT (FDI) SOFT LANDING PROJECT OF A TECH COMPANY. THE TWO ATTRACTION PROJECTS CONSTITUTED $2,500,000 IN PLEDGED INVESTMENT AND THE CREATION OF 35 JOBS. ANOTHER TWO BUSINESS EXPANSION PROJECTS WERE FACILITATED, AN AUTOMOTIVE SUPPLIER IN DELTA TOWNSHIP AND TECHSMITH'S NEW HEADQUARTERS PROJECT ADJACENT TO MSU CAMPUS. THESE TWO PROJECTS TOTALED AN ADDITIONAL $34,875,000 IN PLEDGED INVESTMENT AND 200 JOBS. OF THE 235 IN TOTAL COMMITTED JOB CREATION, 100% OF JOBS ARE ABOVE $12/HOUR (SINGLE PERSON ALICE THRESHOLD WAGE +30%), 98% ARE ABOVE $15/HR, OVER 25% ARE ABOVE $20/HR, AND OVER 20% ARE ABOVE $29/HR (ALICE FAMILY OF 4 THRESHOLD WAGE). BUSINESS ATTRACTION CONDUCTED 51 REGIONAL SITE SEARCHES WITH 41% OF THEM LED BY LEAP, RECEIVED 4 DIRECT LEADS FROM SITE LOCATION CONSULTANTS, AND WAS AWARDED $120,500 IN MEDC SITE READINESS GRANT FUNDS FOR 4 INGHAM COUNTY SITES. 18 EPA ASSESSMENT GRANT PROJECTS WERE INITIATED OR COMPLETED, WITH 33% CONVERTING INTO LEAP PROSPECTIVE PROJECTS. LEAP'S MEDTECH ADVISORY GROUP WAS ESTABLISHED IN FEBRUARY AND THEN QUICKLY PIVOTED TO SUPPORT HEALTHCARE SUPPLY CHAIN MOBILIZATION DURING COVID-19 OUTBREAK, WITH OVER 30 SUPPLIER CONNECTIONS MADE IN MARCH AND APRIL. LEAP LATER SECURED CONDITIONAL APPROVAL FOR $813,000 IN EDA GRANT FUNDS FOR THE MEDTECH INITIATIVE ALONG WITH $107,000 IN MEDC CDBG MATCHING FUNDS. 54 BUSINESS RETENTION VISITS WERE CONDUCTED DESPITE THE DIFFICULTIES OF NO IN PERSON VISITS SINCE PANDEMIC BEGAN.

COVID-19 RESPONSE SPECIAL PROJECTS: IN MARCH OF 2020 LEAP'S TEAM WAS MET WITH THE PUBLIC HEALTH CRISIS AND RESULTING ECONOMIC CRISIS THAT SWEPT ACROSS THE GLOBE IN A MERE FEW WEEKS. LEAP'S PRIMARY ROLE IN RESPONDING TO THIS EMERGENCY WAS THE ADMINISTRATION OF SMALL BUSINESS RELIEF FUNDS IN THE FORM OF MANY GRANTS AND A FEW LOANS TO THE SMALL BUSINESS COMMUNITY THAT WAS REELING FROM PUBLIC HEALTH-NECESSITATED SHUTDOWNS AND OPERATIONAL LOSS RESULTING IN THE IMMEDIATE CUTTING OF THOUSANDS OF JOBS SENDING THE UNEMPLOYMENT RATE UP TO THE POINT OF MAKING APRIL 2020 THE WORST SINGLE ECONOMIC MONTH IN US HISTORY. LEAP WOULD ADMINISTER $10,320,000 IN RELIEF FUNDS AWARDED TO 782 SMALL BUSINESSES OVER THE NEXT 12 MONTHS. IN MARCH-MAY, LEAP COORDINATED THE FIRST RELIEF PROGRAM, THE MICHIGAN SMALL BUSINESS RELIEF PROGRAM (MSBRP). LEAP MANAGED $600,000 IN FUNDS FOR GRANTS AND ALSO COORDINATED APPLICATIONS FOR $600,000 IN LOANS AS PART OF THIS PROGRAM. LEAP AS FUNDS ADMINISTRATOR FOR MSBRP DESIGNED FROM SCRATCH A WEB APPLICATION, MULTI-TIERED REVIEW PROCESS, SCORING CRITERIA, LARGE EXTERNAL REVIEW TEAM OF OVER 20 INDIVIDUALS, CONFLICT OF INTEREST REMOVAL MATRIX, AND FINANCIAL DUE DILIGENCE PROCESS ALL IN LESS THAN A MONTH. THE MSBRP GRANT PROGRAM SAW NEARLY 2,000 APPLICANTS AND ONLY 3% COULD BE AWARDED. 60 BUSINESSES WERE SELECTED TO RECEIVE $10,000 GRANTS. THE MSBRP LOANS PROCESS FOLLOWED A SIMILAR TRAJECTORY WITH LEAP BUILDING ALL MATERIALS USING THE IMMEDIATELY PREVIOUS MSBRP GRANT PROCESS AS REFERENCE, AND PASSED ALONG 20 LOAN FINALISTS TO MEDC, 12 OF WHICH RECEIVED THE $50,000 AWARD LEAP REQUESTED. FAIR GEOGRAPHIC DISTRIBUTION WAS ACCOMPLISHED IN BOTH PROGRAMS SETTING THE STAGE FOR FURTHER CONSIDERATION OF VARIOUS FORMS OF REPRESENTATION AND EQUITY MOVING FORWARD. LEAP CONTRACTED WITH EAST LANSING'S DOWNTOWN DEVELOPMENT AUTHORITY (DDA) TO ADMINISTER $170,000 IN FUNDS TO 68 DOWNTOWN BUSINESSES IN THE FORM OF $2,500 GRANTS OVER THE SUMMER MONTHS. LEAP STAFF WORKING ON THE CITY OF LANSING CONTRACTED WORK ALSO COORDINATED THE LANSING RESCUE GRANTS OVER THE SAME TIMEFRAME. THEN CAME A GRANT PROGRAM AT A MUCH LARGER SCALE THE MICHIGAN SMALL BUSINESS RESTART PROGRAM, FOR WHICH LEAP ADMINISTERED OVER $5M JULY-SEPTEMBER. USING WHAT WE HAD LEARNED, LEAP SCALED UP REVIEW PROCESSES TO OVERCOME MANY HURDLES IN QUICKLY AND EFFECTIVELY GETTING $5,000 TO $20,000 GRANTS OUT THE DOOR TO 412 BUSINESS AND NONPROFITS IN NEED. FOR THIS PROGRAM LEAP CREATED 3 CATEGORIES FOR MORE APPLE-TO-APPLE CONSIDERATION: 1. TRADITIONAL SMALL BUSINESSES 10-50 EMPLOYEES, 2. MICROBUSINESSES 1-9 EMPLOYEES, AND 3. NONPROFITS. LEAP UTILIZED 60 REVIEWERS, AND HAD A COMMITTEE APPROACH THROUGHOUT OF 10 DIVERSITY, EQUITY & INCLUSION (DEI) PARTNER ORGANIZATIONS TO ENSURE THE COMMUNICATED NETWORK AND TECHNICAL ASSISTANCE WAS AS BROAD AND INCLUSIVE AS POSSIBLE. THE RESULT OF THIS DELIBERATE APPROACH WAS THAT OF THE 412 RESTART AWARDEES, 63% WERE WOMEN-OWNED, 56% WERE MINORITY-OWNED, 10% WERE VETERAN-OWNED, AND 4% WERE OWNED BY PERSONS WITH DISABILITIES. THE MICHIGAN SMALL BUSINESS SURVIVAL GRANT PROGRAM PLANNING BEGIN IN DECEMBER AND WOULD CARRY INTO 2021. BEYOND THE SMALL BUSINESS GRANT WORK, LEAP'S MEDTECH ADVISORY GROUP WITHIN A WEEK OF THE CRISIS LAUNCHED A COIVD-19 SUPPLY MOBILIZATION EFFORT THAT MADE 30+ CONNECTIONS AROUND MASKS, GLOVES, FACESHIELDS, SANITIZERS, SWABS, ETC. AT A TIME WHEN HEALTH SYSTEMS WERE IN DIRE NEED. LEAP ALSO SECURED A DONATION FROM INNER MONGOLIA AUTONOMOUS REGION IN CHINA OF 20,000 N-95 STYLE MEDICAL FACEMASKS TO LANSING AND MICHIGAN IN MAY THAT WERE THEN DONATED TO HEALTHCARE AND ASSISTED LIVING FACILITIES ACROSS THE LANSING AREA.

BUSINESS DEVELOPMENT DIVISION: THROUGH A CONTRACT WITH THE CITY OF LANSING AND THE LANSING ECONOMIC DEVELOPMENT CORPORATION (LEDC), LEAP MANAGES ECONOMIC DEVELOPMENT SERVICES AND PROGRAMS. LEAP ADMINISTERS AND PROVIDES STAFFING TO THE LEDC, THE LANSING TAX INCREMENT FINANCE AUTHORITY AND THE LANSING BROWNFIELD REDEVELOPMENT AUTHORITY. LEAP ALSO MANAGES GRANTS ON BEHALF OF THE CITY INCLUDING THOSE FROM EPA, MEDC, MDEQ AND DOE. ADDITIONALLY LEAP MANAGES A BUSINESS FINANCING LOAN PROGRAM AND COORDINATES BOND FINANCING FOR MAJOR BROWNFIELD AND LEDC PROJECTS ON BEHALF OF THE CITY OF LANSING. THROUGHOUT 2020, THE LEDC/LEAP CONTINUALLY ADAPTED TO CHANGING CONDITIONS AND BUSINESS NEEDS TO PROVIDE TIMELY HELP WHEN AND WHERE IT WAS MOST ESSENTIAL. BY THE END OF FEBRUARY 2021, MORE THAN $3,000,000 OF STATE AND LOCAL FUNDS WILL HAVE BEEN DISTRIBUTED TO OVER 260 SMALL BUSINESSES IN THE CITY OF LANSING. OVER 100 OF THESE SMALL BUSINESSES ARE OWNED BY BIPOC, WOMEN AND VETERANS.DURING THE 2020 CALENDAR YEAR, THE LEDC/LEAP GAINED APPROVALS FOR THREE DEVELOPMENT PROJECTS, WORKING CLOSELY WITH MAYOR ANDY SCHOR'S OFFICE AND THE LANSING CITY COUNCIL. LEDC PROJECTS REPRESENT $21,303,284 IN PRIVATE INVESTMENT AND WILL CREATE 20 JOBS AND RETAIN 42 JOBS IN THE CITY OF LANSING. IN ADDITION TO DEVELOPMENT PROJECTS, THE LEDC MANAGED THE CITY'S FAADE IMPROVEMENT PROGRAM, WHICH PROVIDES MATCHING DOLLARS TO ASSIST LANSING BUSINESS OWNERS IN MAKING IMPROVEMENTS TO THE EXTERIOR OF THEIR COMMERCIAL PROPERTIES. WHILE MOST BUSINESSES FOCUSED SOLELY ON STAYING IN BUSINESS IN 2020 RATHER THAN MAKING EXTERIOR IMPROVEMENTS TO THEIR LOCATIONS, THE PROGRAM STILL IMPACTED 11 BUSINESSES IN HIGHLY VISIBLE AND CRITICAL AREAS OF THE CITY.FINALLY, LEDC/LEAP ALSO HAD A VERY SUCCESSFUL YEAR MANAGING CORRIDOR IMPROVEMENT AUTHORITIES (CIA) IN LANSING. THESE AUTHORITIES CAN USE SPECIAL FINANCING TOOLS TO REVITALIZE OLDER AND DECLINING COMMERCIAL CORRIDORS ALONG KEY MAJOR STREETS IN LANSING. THE SAGINAW STREET CIA AND MICHIGAN AVENUE CIA HAD THEIR DEVELOPMENT AND FINANCING PLANS APPROVED IN DECEMBER 2019, MAKING 2020 A YEAR TO BEGIN THE ADMINISTRATION EFFORTS NEEDED TO SERVE THE BOARDS AND START IMPLEMENTING THE PLANS. ADDITIONALLY, BOTH BOARDS WERE ABLE TO APPLY FOR THEIR FIRST GRANTS SINCE THEIR PLANS WERE APPROVED.

LANSING PROTO BECAME THE REGION'S FIRST PHYSICAL PRODUCT-FOCUSED EQUITY INVESTMENT FUND. LANSING PROTO DEVELOPED AN INSURETECH ACCELERATOR PROGRAM WITH KEY INDUSTRY FOCUSED ON INSURANCE TECHNOLOGY AND DIGITAL TRANSFORMATION OF THE INDUSTRY. SUCCESSFULLY RAISED THE NECESSARY CAPITAL TO SUPPORT THE PROGRAM FOR TWO YEARS AND SELECTED THREE GLOBAL COMPANIES TO MOVE HERE AND PARTICIPATE IN THE PROGRAM. THE COMPANIES WERE FROM ISRAEL, GREAT BRITAIN AND IRELAND. TWO OF THE THREE WERE AWARDED PROOF OF CONCEPT CONTRACTS FROM DELTA DENTAL AND FARM BUREAU. THIS RATE OF INITIAL SUCCESS FAR SURPASSES THE USUAL SUCCESS RATES OF INSURETECH PROGRAMS NATIONWIDE. IN 2020, DUE TO THE PANDEMIC, WE DECIDED TO SUSPEND THE PROTO PROGRAM. DURING THIS TIME, WE WERE ABLE TO FURTHER DEVELOP THE PROTO'S VALUE PROPOSITION AND FOUND BETTER MARKET NICHE, CORPORATE INNOVATION. IN 2021 WE RELAUNCHED PROTO AS CORPORATE INNOVATION PLATFORM.

FIVE HATCHING PITCH COMPETITIONS WERE SUCCESSFULLY HELD FEATURING JUDGES FROM ACROSS THE TRI-COUNTY REGION. ONE&ALL PROGRAM SUCCESSFULLY LAUNCHED WITH 17 GRADUATES IN 2020, AND ANOTHER 23 SELECTED FOR THE FIRST PROGRAM OF 2021. GRADUATES WERE AWARDED A TOTAL OF $42,500. THE RENEWAL FOR THE GATEWAY REPRESENTATIVE WAS SUBMITTED. LEAP'S CONTRACT TO MANAGE THE LDFA WAS SUCCESSFULLY RENEWED AT $35,000.

PART I, LINE 2: LEAP'S GENERAL FUND BUDGETS FOR ITS PUBLIC ART FOR COMMUNITIES GRANT PROGRAM. UPON SUBMISSION OF PROPOSALS, A PLACEMAKING SELECTION COMMITTEE REVIEWS AND SCORES THE PROPOSALS BASED ON THE APPLICATION GUIDELINES, ELIGIBILITY CRITERIA, QUALITY AND CAPACITY OF THE PROJECT. LEAP RECEIVES VARIOUS GRANT FUNDS FROM THE MICHIGAN ECONOMIC DEVELOPMENT CORPORATION (MEDC) FOR SPECIFIC PROJECTS/PROGRAMS. EACH GRANT HAS AN ASSIGNED PROJECT MANAGER THAT ADMINISTERS THE GRANT ACTIVITIES AND COORDINATES ALL FINANCIAL ACTIVITIES WITH THE VP OF FINANCE. THE PROJECT MANAGER IS RESPONSIBLE TO ENSURE THE MILESTONES AND REPORTING REQUIREMENTS ARE MET IN ORDER TO RECEIVE THE NEXT DRAW FOR FUNDS FROM THE MEDC. FORM 990, PART III, LINE 2 COVID-19 RESPONSE SPECIAL PROJECTS: IN MARCH OF 2020 LEAP'S TEAM WAS MET WITH THE PUBLIC HEALTH CRISIS AND RESULTING ECONOMIC CRISIS THAT SWEPT ACROSS THE GLOBE IN A MERE FEW WEEKS. LEAP'S PRIMARY ROLE IN RESPONDING TO THIS EMERGENCY WAS THE ADMINISTRATION OF SMALL BUSINESS RELIEF FUNDS IN THE FORM OF MANY GRANTS AND A FEW LOANS TO THE SMALL BUSINESS COMMUNITY THAT WAS REELING FROM PUBLIC HEALTH-NECESSITATED SHUTDOWNS AND OPERATIONAL LOSS RESULTING IN THE IMMEDIATE CUTTING OF THOUSANDS OF JOBS SENDING THE UNEMPLOYMENT RATE UP TO THE POINT OF MAKING APRIL 2020 THE WORST SINGLE ECONOMIC MONTH IN US HISTORY. LEAP WOULD ADMINISTER $10,320,000 IN RELIEF FUNDS AWARDED TO 782 SMALL BUSINESSES OVER THE NEXT 12 MONTHS. IN MARCH-MAY, LEAP COORDINATED THE FIRST RELIEF PROGRAM, THE MICHIGAN SMALL BUSINESS RELIEF PROGRAM (MSBRP). LEAP MANAGED $600,000 IN FUNDS FOR GRANTS AND ALSO COORDINATED APPLICATIONS FOR $600,000 IN LOANS AS PART OF THIS PROGRAM. LEAP AS FUNDS ADMINISTRATOR FOR MSBRP DESIGNED FROM SCRATCH A WEB APPLICATION, MULTI-TIERED REVIEW PROCESS, SCORING CRITERIA, LARGE EXTERNAL REVIEW TEAM OF OVER 20 INDIVIDUALS, CONFLICT OF INTEREST REMOVAL MATRIX, AND FINANCIAL DUE DILIGENCE PROCESS ALL IN LESS THAN A MONTH. THE MSBRP GRANT PROGRAM SAW NEARLY 2,000 APPLICANTS AND ONLY 3% COULD BE AWARDED. 60 BUSINESSES WERE SELECTED TO RECEIVE $10,000 GRANTS. THE MSBRP LOANS PROCESS FOLLOWED A SIMILAR TRAJECTORY WITH LEAP BUILDING ALL MATERIALS USING THE IMMEDIATELY PREVIOUS MSBRP GRANT PROCESS AS REFERENCE, AND PASSED ALONG 20 LOAN FINALISTS TO MEDC, 12 OF WHICH RECEIVED THE $50,000 AWARD LEAP REQUESTED. FAIR GEOGRAPHIC DISTRIBUTION WAS ACCOMPLISHED IN BOTH PROGRAMS SETTING THE STAGE FOR FURTHER CONSIDERATION OF VARIOUS FORMS OF REPRESENTATION AND EQUITY MOVING FORWARD. LEAP CONTRACTED WITH EAST LANSING'S DOWNTOWN DEVELOPMENT AUTHORITY (DDA) TO ADMINISTER $170,000 IN FUNDS TO 68 DOWNTOWN BUSINESSES IN THE FORM OF $2,500 GRANTS OVER THE SUMMER MONTHS. LEAP STAFF WORKING ON THE CITY OF LANSING CONTRACTED WORK ALSO COORDINATED THE LANSING RESCUE GRANTS OVER THE SAME TIMEFRAME. THEN CAME A GRANT PROGRAM AT A MUCH LARGER SCALE THE MICHIGAN SMALL BUSINESS RESTART PROGRAM, FOR WHICH LEAP ADMINISTERED OVER $5M JULY-SEPTEMBER. USING WHAT WE HAD LEARNED, LEAP SCALED UP REVIEW PROCESSES TO OVERCOME MANY HURDLES IN QUICKLY AND EFFECTIVELY GETTING $5,000 TO $20,000 GRANTS OUT THE DOOR TO 412 BUSINESS AND NONPROFITS IN NEED. FOR THIS PROGRAM LEAP CREATED 3 CATEGORIES FOR MORE APPLE-TO-APPLE CONSIDERATION: 1. TRADITIONAL SMALL BUSINESSES 10-50 EMPLOYEES, 2. MICROBUSINESSES 1-9 EMPLOYEES, AND 3. NONPROFITS. LEAP UTILIZED 60 REVIEWERS, AND HAD A COMMITTEE APPROACH THROUGHOUT OF 10 DIVERSITY, EQUITY & INCLUSION (DEI) PARTNER ORGANIZATIONS TO ENSURE THE COMMUNICATED NETWORK AND TECHNICAL ASSISTANCE WAS AS BROAD AND INCLUSIVE AS POSSIBLE. THE RESULT OF THIS DELIBERATE APPROACH WAS THAT OF THE 412 RESTART AWARDEES, 63% WERE WOMEN-OWNED, 56% WERE MINORITY-OWNED, 10% WERE VETERAN-OWNED, AND 4% WERE OWNED BY PERSONS WITH DISABILITIES. THE MICHIGAN SMALL BUSINESS SURVIVAL GRANT PROGRAM PLANNING BEGIN IN DECEMBER AND WOULD CARRY INTO 2021. BEYOND THE SMALL BUSINESS GRANT WORK, LEAP'S MEDTECH ADVISORY GROUP WITHIN A WEEK OF THE CRISIS LAUNCHED A COIVD-19 SUPPLY MOBILIZATION EFFORT THAT MADE 30+ CONNECTIONS AROUND MASKS, GLOVES, FACESHIELDS, SANITIZERS, SWABS, ETC. AT A TIME WHEN HEALTH SYSTEMS WERE IN DIRE NEED. LEAP ALSO SECURED A DONATION FROM INNER MONGOLIA AUTONOMOUS REGION IN CHINA OF 20,000 N-95 STYLE MEDICAL FACEMASKS TO LANSING AND MICHIGAN IN MAY THAT WERE THEN DONATED TO HEALTHCARE AND ASSISTED LIVING FACILITIES ACROSS THE LANSING AREA.
