What is the organization's primary exempt purpose? Our foundation supports the philanthropic projects of the Rotary Club of Towsontowne, which runs projects in Rotary's Seven Lanes of Service: (1) to promote peace, (2) to fight disease, (3) to provide clean water, sanitation,and hygiene,(4) save mothers and children, (5) support education, (6) grow local economies, and (7) protect the environment.
Describe the organization’s program service accomplishments for each of its three largest program services, as measured by expenses. In a clear and concise manner, describe the services provided, the number of persons benefited, and other relevant information for each program title.
28 Payments made to The Rotary Foundation for the Bangladesh Vision Project: in partnership with The Rotary Foundation, Rotary Clubs in Bangladesh, India,and elsewhere, and Keralink International, we have begun treating persons suffering from corneal blindness. Expenditures for this $500k+ project have thus far mostly been made by our international partners.

Towsontowne Rotary Foundation, Inc. is a 501(c)(3) organization which the Rotary Club of Towsontowne set up to facilitate the collection of tax-deductible contributions to support the club's charitable projects and charitable causes. Leaders of Towsontowne Rotary Foundation, Inc. are all members of the Rotary Club of Towsontowne, and all are volunteers dedicated to serving their local and global communities. While some of the club's members work full-time, many of the club's members are in their 70's or 80's; many members of the club, and by extension, the Foundation, have been hit hard by serious, and in several cases,life-threatening health conditions in recent years, and sadly, some members have passed away. The club's membership has experienced a substantial decline, going from nearly 60 members just a few short years ago, to 20 members at present. Members have been impacted by the pandemic,causing financial issues for some, but the biggest toll on the club's membership has come from members experiencing serious health issues, job transfers, and relocation to other areas. The Foundation's and club's work has continued regardless of the membership decline; it's just meant additional challenges for the remaining hardworking volunteer members. The club and Foundation are doing tremendous work in their local community and are also leading global partners on several major global projects serving poor people in great need in other parts of the world - most recently in Bangladesh, India, Nepal, and Africa. A great deal of work is being done by a shrinking number of volunteers. All of these circumstances, compounded by the pandemic, have caused the Foundation to be delayed in filing the attached Form 990-EZ, and I am writing to ask the IRS to please excuse the Foundation's delay in recognition of the fact that this is an exceptional circumstance for this previously compliant Foundation in the midst of an exceptional year. Both the volunteer Treasuer who kept the Foundation's books for the period being examined in this return, and the volunteer Treasurer who replaced him, have been dealing with serious health conditions. The Foundation did not expect to be late in filing its Form 990-EZ until the Treasurer required surgery, and then there was a substantial delay in engaging an accountant to prepare the Form 990-EZ and getting the Foundation's books to this accountant. Upon examination of the Foundation's books,this accountant discovered that numerous revisions were required as the volunteer who had been keeping the books was unfamiliar with the software that the Foundation switched to that year. Upon further examination, it was discovered that the books were also incomplete in some areas. Consequently, time was lost while the books were organized a bit differently before an accurate Form 990-EZ return could be prepared. Every effort will be made to make sure that the Foundation files its returns in a timely manner going forward. The Foundation has engaged a professional accountant to keep the books in the future, and steps will be taken to make sure that the Form 990-EZ is prepared sooner in future years. This Foundation has previously been compliant, and it was dealing with extreme difficulties this year. Most of the monies held by the Foundation are actually restricted for specific projects. Some of the Foundation's current projects are making it possible for poor people living in underserved areas of the world to receive cornea transplant surgeries, cataract surgeries, retina surgeries, and glaucoma surgeries, all free of charge for those who are unable to pay. Additionally, the Foundation has been providing vision screening to children, ages 3-5, in the Head Start program in Baltimore, Maryland, and giving each child a book to keep; for some of these children, this is the first book that they have ever owned. During the pandemic, this Foundation provided funding toward another major project run by the club, which provided about 70 computers to an inner-city school in Baltimore, Maryland, making it possible for many children who otherwise would have been unable to participate in remote learning during the pandemic to keep up with their schooling. Additionally, thanks to the hard work of volunteer members of the Rotary Club of Towsontowne, and funding from this Foundation, some healthcare providers in the Southwestern U.S. will receive vehicles, making it possible for them to reach and serve Native Americans living on reservations great distances away to provide healthcare to these underserved communities during the pandemic. This accountant is so proud to be able to help this Foundation to prepare its Form 990-EZ and just hopes that they won't have to spend a great amount of money on a penalty for this late filing, when the members of the Club and Foundation have been working so hard to help others while their own members have been dealing with extremely difficult personal circumstances.
