CARES ACT/CCDF FUNDING FOR CHILD CARE PROVIDERS COVID-19 WAS FUNDED BY THE KANSAS DEPARTMENT FOR CHILDREN AND FAMILIES. THIS FUNDING PROVIDED GRANT FUNDING TO LICENSED CHILD CARE PROVIDERS THAT WERE IMPACTED BY THE COVID-19 PANDEMIC. THE FOLLOWING GRANTS WERE PROVIDED:COVID-19 HEALTH AND SAFETY SUPPLY FUNDS THESE GRANTS, OFFERED TO BOTH LICENSED CHILD CARE AND RELATIVE CARE PROVIDERS, WERE FOR THE PURPOSE OF CLEANING AND SANITATION, AND OTHER ACTIVITIES NECESSARY TO MAINTAIN A HEALTHY AND SAFE OPERATION OF THE CHILD CARE PROGRAM. 3,039 CHILD CARE AND RELATIVE CARE PROVIDERS RECEIVED COVID-19 HEALTH AND SAFETY SUPPLY FUNDS.COVID-19 SUSTAINABILITY FUNDS THESE GRANTS, OFFERED TO BOTH LICENSED CHILD CARE AND RELATIVE CARE PROVIDERS, WERE TO SUPPORT THE REALIZED NEGATIVE IMPACT ON THE STRUCTURAL LAYERS OF OPERATING A CHILD CARE BUSINESS DUE TO THE COVID-19 PANDEMIC. 3,105 CHILD CARE AND RELATIVE CARE PROVIDERS RECEIVED COVID-19 SUSTAINABILITY FUNDS.BONUSES FOR CHILD CARE PROVIDERS OF HEALTH CARE WORKERS AND EMERGENCY RESPONDERS THESE FUNDS PROVIDED A RECOGNITION TO THE CHILD CARE PROVIDER AND IMPLICATE THE IMPORTANCE OF ENSURING THAT CHILD CARE OPTIONS WERE AVAILABLE TO THE ESSENTIAL HEALTHCARE AND EMERGENCY WORKFORCE IN KANSAS. DUE TO THE POTENTIAL FOR AN INCREASED RISK OF EXPOSURE TO COVID-19 BY CARING FOR CHILDREN OF WORKERS (PARENTS) ON THE FRONTLINES, A BONUS ALLOWED FOR ADDITIONAL PROTECTIVE MEASURES TO BE PUT IN PLACE TO ENSURE THE CHILD CARE PROVIDER COULD MEET THE DEMAND OF A HEALTHY AND SAFE ENVIRONMENT FOR ALL CHILDREN IN THEIR CARE. 1,454 BONUSES WERE AWARDED.COVID-19 REVENUE REPLACEMENT FUNDS THESE FUNDS PROVIDED FINANCIAL ASSISTANCE TO DCF ENROLLED CHILD CARE PROVIDERS AND RELATIVE PROVIDERS WHO HAD IDENTIFIABLE LOST REVENUE IN SUBSIDY PAYMENTS DUE TO THE COVID-19 PANDEMIC. 495 CHILD CARE PROVIDERS AND RELATIVE PROVIDERS RECEIVED REVENUE REPLACEMENT FUNDS.

DURING 2020, CHILD CARE AWARE OF KANSAS IMPLEMENTED THE CHILD CARE HEALTH CONSULTANT (CCHC) NETWORK; DEVELOPED AND DISSEMINATED COVID COMFORT KITS TO EARLY CHILDHOOD PROGRAMS, FAMILIES, AND COMMUNITY-BASED ORGANIZATIONS ACROSS THE STATE; AND AWARDED FACILITY IMPROVEMENT GRANTS TO CHILD CARE PROGRAMS. 505 CHILD CARE PROGRAMS RECEIVED CONSULTATIONS SERVICES, 52,795 RECEIVED COVID COMFORT KITS, AND 421 FACILITY IMPROVEMENT GRANTS WERE AWARDED.

THE CHILD CARE AWARE OF KANSAS RESOURCE CENTER PROVIDED A TOTAL OF 11,387 CHILD CARE REFERRALS TO FAMILIES AND 44,399 RESOURCES WERE SHARED WITH FAMILIES. THE FOLLOWING REPORT WAS SUBMITTED TO DCF FOR APPROVAL: 2020 CHILD CARE SUPPLY DEMAND REPORT: CHALLENGES OF CHILD CARE IN A PANDEMIC.

FUNDING WAS TO SUPPORT COVID-19 SUSTAINABILITY GRANTS (SEE DEFINITION UNDER CARES ACT/CCDF ABOVE). 95 GRANTS WERE AWARDED.SALINE COUNTY SPARK FUNDING WAS FUNDED THROUGH SALINE COUNTY, WITH SUPPORT FROM THE KANSAS OFFICE OF THE GOVERNOR OFFICE OF RECOVERY, STATE FINANCE COUNCIL, AND STRENGTHENING PEOPLE AND REVITALIZING KANSAS (SPARK) TASK FORCE. FUNDING WAS TO SUPPORT COVID-19 SUSTAINABILITY GRANTS (SEE DEFINITION UNDER CARES ACT/CCDF ABOVE). 103 GRANTS WERE AWARDED.SHAWNEE COUNTY SPARK FUNDING WAS FUNDED THROUGH SHAWNEE COUNTY, WITH SUPPORT FROM THE KANSAS OFFICE OF THE GOVERNOR OFFICE OF RECOVERY, STATE FINANCE COUNCIL, AND STRENGTHENING PEOPLE AND REVITALIZING KANSAS (SPARK) TASK FORCE. FUNDING WAS TO SUPPORT COVID-19 SUSTAINABILITY GRANTS (SEE DEFINITION UNDER CARES ACT/CCDF ABOVE). 230 GRANTS WERE AWARDED.THE CHILD CARE QUALITY INITIATIVE FOCUSES ON HIGH-QUALITY CHILD CARE. TRAINING AND COACHING SUPPORT ACTIVITIES THAT ENHANCE TEACHER-CHILD AND PARENT-CHILD INTERACTIONS TO MAXIMIZE IMPACT FOR CHILDREN. BY PROMOTING SUPPORTIVE RELATIONSHIPS AND CONNECTING FAMILIES WITH COMMUNITY PROGRAMS AND RESOURCES WE CAN HELP KANSAS FAMILIES SUPPORT THEIR CHILD'S HEALTHY GROWTH AND DEVELOPMENT. THE CHILD CARE QUALITY INITIATIVE SERVED 448 CHILDREN IN 56 CHILD CARE FACILITIES PROVIDING THE CHILD CARE FACILITIES WITH 672 TECHNICAL ASSISTANCE INTERACTIONS.LINKS TO QUALITY (L2Q) IS PILOTING THE QUALITY RECOGNITION AND IMPROVEMENT SYSTEM IN KANSAS (QRIS). COMMUNITY CONSULTANTS PROVIDE COACHING, MENTORING, TECHNICAL ASSISTANCE, AND TRAINING TO PROGRAMS IN LEARNING COMMUNITIES AS THEY CONTINUOUSLY IMPROVE TO MEET THE L2Q INDICATORS. DURING 2020 THE PROJECT HAS COMPLETED THE PILOT AND IS MOVING INTO THE TRANSITION PHASE OF THE PROJECT TO A STATEWIDE MODEL. THERE ARE CURRENTLY 33 PARTICIPANTS PARTICIPATING IN THE L2Q PROJECT. PRESCHOOL DEVELOPMENT GRANT AND MATERNAL CHILD HEALTH SPECIAL PROGRAMMING TO INVESTIGATE THE NEEDS OF CHILD CARE PROGRAMS, UPDATE EARLY CHILDHOOD CAREER OPTION INFORMATION, SURVEY CHILD CARE PROGRAMS ABOUT PROFESSIONAL DEVELOPMENT TRAINING NEEDS, DEVELOP NEW PROFESSIONAL DEVELOPMENT TRAINING CURRICULA, AND OFFER VIRTUAL PROFESSIONAL DEVELOPMENT TRAINING EVENTS.EARLY CHILDHOOD FINANCING (CONNECTING THE DOTS SALINE COUNTY AND GROW ECE THE FAMILY CONSERVANCY) GROW ECE/START YOUNG: THIS PROGRAM PROVIDES SALARY SUPPLEMENTS TO ELIGIBLE CHILD CARE PROFESSIONALS IN WYANDOTTE COUNTY. CHILD CARE PROFESSIONALS MUST MEET EDUCATIONAL, EXPERIENCE, AND/OR LENGTH OF SERVICE CRITERIA TO BE ELIGIBLE.REGION ONE CHILD CARE RESOURCE AND REFERRAL AGENCY FOR 63 COUNTIES PROVIDING SERVICES IN THE WESTERN AND NORTH CENTRAL REGION OF THE STATE OF KANSAS.OTHER PROGRAMS:PROFESSIONAL DEVELOPMENT AND EDUCATIONAL SERVICES: THIS INITIATIVE PROVIDES ONGOING APPROVAL OF CCR&R PROFESSIONAL DEVELOPMENT AND CEU UNITS, AS WELL AS PROVIDING GUIDANCE AND SUPPORT THROUGH THE APPLICATION PROCESS. CURRENTLY, 89 PROFESSIONAL DEVELOPMENT EVENTS HAVE BEEN APPROVED.FACE-TO-FACE LEARNING: INSTRUCTOR-LED TRAINING EVENTS, OFFERED IN VARIOUS LOCATIONS ACROSS THE STATE, TYPICALLY DURING EVENINGS AND WEEKEND HOURS TO MEET THE UNIQUE SCHEDULING NEEDS OF CHILD CARE PROVIDERS. DURING 2020, 67 PROFESSIONAL DEVELOPMENT EVENTS WERE COMPLETED THAT 920 CHILD CARE PROVIDERS ATTENDED.ONLINE LEARNING: AN ONLINE TRAINING SYSTEM DESIGNED FOR CHILD CARE PROVIDERS SEEKING AN ASYNCHRONOUS LEARNING FORMAT, 200 COURSES ARE AVAILABLE 24 HOURS A DAY, 7 DAYS PER WEEK. CHILD CARE PROVIDERS ARE ABLE TO ENGAGE AT THEIR OWN PACE. DURING 2020, 125 COURSES TOTALING 184 HOURS WERE TAKEN BY 19 CHILD CARE PROVIDERS. ADDITIONALLY, 12 CHILD CARE PROVIDERS ENROLLED IN THE CHILD DEVELOPMENT ASSOCIATE FOR INFANT/TODDLER CREDENTIAL TRAINING. THE CREDENTIAL TRAINING REQUIRES EACH CHILD CARE PROVIDER TO COMPLETE 92 COURSES TOTALING 120 HOURS, SO TOTAL, THE 12 CHILD CARE PROVIDERS ARE ENROLLED IN 1,104 COURSES TOTALING 1,440 HOURS. LIVE ONLINE EVENTS: AN INTERACTIVE ONLINE REAL-TIME VIRTUAL CLASSROOM THAT COMBINES FACE-TO-FACE TRAINING WITH ONLINE TRAINING. THE ORGANIZATION COMPLETED 198 LIVE TRAININGS IN 2020 THAT 2,546 CHILD CARE PROVIDERS ATTENDED.PEDIATRIC FIRST AID AND CPR CERTIFICATIONS: HELPING CHILD CARE PROVIDERS LEARN LIFESAVING SKILLS AND MEET CHILD CARE LICENSING REQUIREMENTS. THE ORGANIZATION'S STAFF HAVE COMPLETED 14 FIRST AID AND CPR CLASSES IN 2020 CERTIFYING 104 CHILD CARE PROFESSIONALS.EARLY CHILDHOOD SCHOLARSHIPS: EDUCATIONAL SCHOLARSHIPS TO INCREASE THE EDUCATION LEVEL OF CHILD CARE PROVIDERS THROUGH CONTINUING PROFESSIONAL DEVELOPMENT AND CONTINUING EDUCATION OPPORTUNITIES. KANSAS CHILD: A QUARTERLY MAGAZINE THAT PROVIDES A FORUM FOR THE DISCUSSION OF CHILD CARE AND EARLY EDUCATION TOPICS AND IDEAS. THE MAGAZINE PROVOKES THOUGHTFUL DISCUSSIONS WITHIN THE FIELD AND HELPS THOSE OUTSIDE THE FIELD GAIN A BETTER UNDERSTANDING OF PRIORITIES AND CONCERNS IN EARLY CHILDHOOD.EARLY CHILDHOOD WELLNESS: THROUGH A GRANT FROM THE NEMOURS FOUNDATION, THE INITIATIVE FOCUSES ON IMPROVING THE HEALTH OF CHILDREN IN EARLY CARE AND EDUCATION SETTINGS. THIS INITIATIVE SUPPORTS CAPACITY BUILDING STRATEGIES TO ENHANCE SERVICES AVAILABLE TO CHILD CARE PROGRAMS. THE ORGANIZATION WILL IMPLEMENT THE FOLLOWING STRATEGIES AND PROGRAM SUPPORTS:PROVIDE SUPPORT TO THE KANSAS BREASTFEEDING COALITION WORKGROUP. CREATE AND DISSEMINATE THE BREASTFEEDING TOOLKIT TO CHILD CARE PROVIDERS AND PROMOTE THE OPPORTUNITY TO BECOME A BREASTFEEDING FRIENDLY CHILD CARE DESIGNATED SITE.INCLUDE GO NAPSACC AS THE SELF-ASSESSMENT TOOL FOR THE LEARNING AND DEVELOPMENT LINK IN THE DCF FUNDED LINKS TO QUALITY PROJECT. INCLUDE GO NAPSACC IN THE CHILD CARE QUALITY INITIATIVE PROJECT SUPPORTING PROFESSIONAL DEVELOPMENT, QUALITY, AND FAMILY ENGAGEMENT OPPORTUNITIES SERVING 48 FAMILY CHILD CARE PROVIDERS.CONTRACT WITH ALL FOUR CCR&R REGIONAL OFFICES TO PILOT GO NAPSACC WITHIN THEIR REGION TO AN UNDERSERVED AREA. THIS FUNDING PROVIDED GRANT FUNDING TO LICENSED CHILD CARE PROVIDERS THAT WERE IMPACTED BY THE COVID-19 PANDEMIC. THE FOLLOWING GRANTS WERE PROVIDED: COVID-19 HEALTH AND SAFETY SUPPLY FUNDS THESE GRANTS, OFFERED TO BOTH LICENSED CHILD CARE AND RELATIVE CARE PROVIDERS, WERE FOR THE PURPOSE OF CLEANING AND SANITATION, AND OTHER ACTIVITIES NECESSARY TO MAINTAIN A HEALTHY AND SAFE OPERATION OF THE CHILD CARE PROGRAM. 3,039 CHILD CARE AND RELATIVE CARE PROVIDERS RECEIVED COVID-19 HEALTH AND SAFETY SUPPLY FUNDS. COVID-19 SUSTAINABILITY FUNDS THESE GRANTS, OFFERED TO BOTH LICENSED CHILD CARE AND RELATIVE CARE PROVIDERS, WERE TO SUPPORT THE REALIZED NEGATIVE IMPACT ON THE STRUCTURAL LAYERS OF OPERATING A CHILD CARE BUSINESS DUE TO THE COVID-19 PANDEMIC. 3,105 CHILD CARE AND RELATIVE CARE PROVIDERS RECEIVED COVID-19 SUSTAINABILITY FUNDS. BONUSES FOR CHILD CARE PROVIDERS OF HEALTH CARE WORKERS AND EMERGENCY RESPONDERS THESE FUNDS PROVIDED A RECOGNITION TO THE CHILD CARE PROVIDER AND IMPLICATE THE IMPORTANCE OF ENSURING THAT CHILD CARE OPTIONS WERE AVAILABLE TO THE ESSENTIAL HEALTHCARE AND EMERGENCY WORKFORCE IN KANSAS. DUE TO THE POTENTIAL FOR AN INCREASED RISK OF EXPOSURE TO COVID-19 BY CARING FOR CHILDREN OF WORKERS (PARENTS) ON THE FRONTLINES, A BONUS ALLOWED FOR ADDITIONAL PROTECTIVE MEASURES TO BE PUT IN PLACE TO ENSURE THE CHILD CARE PROVIDER COULD MEET THE DEMAND OF A HEALTHY AND SAFE ENVIRONMENT FOR ALL CHILDREN IN THEIR CARE. 1,454 BONUSES WERE AWARDED. COVID-19 REVENUE REPLACEMENT FUNDS THESE FUNDS PROVIDED FINANCIAL ASSISTANCE TO DCF ENROLLED CHILD CARE PROVIDERS AND RELATIVE PROVIDERS WHO HAD IDENTIFIABLE LOST REVENUE IN SUBSIDY PAYMENTS DUE TO THE COVID-19 PANDEMIC. 495 CHILD CARE PROVIDERS AND RELATIVE PROVIDERS RECEIVED REVENUE REPLACEMENT FUNDS. CHILD CARE HEALTH CONSULTANT NETWORK (CARES ACT EARLY CHILDHOOD CARE AND EDUCATION ACTIVITIES) WAS FUNDED BY THE KANSAS DEPARTMENT OF HEALTH AND ENVIRONMENT, THROUGH THE KANSAS OFFICE OF THE GOVERNOR OFFICE OF RECOVERY, STATE FINANCE COUNCIL, AND STRENGTHENING PEOPLE AND REVITALIZING KANSAS (SPARK) TASK FORCE, IN 2020. DURING 2020, CHILD CARE AWARE OF KANSAS IMPLEMENTED THE CHILD CARE HEALTH CONSULTANT (CCHC) NETWORK; DEVELOPED AND DISSEMINATED COVID COMFORT KITS TO EARLY CHILDHOOD PROGRAMS, FAMILIES, AND COMMUNITY-BASED ORGANIZATIONS ACROSS THE STATE; AND AWARDED FACILITY IMPROVEMENT GRANTS TO CHILD CARE PROGRAMS. 505 CHILD CARE PROGRAMS RECEIVED CONSULTATIONS SERVICES, 52,795 RECEIVED COVID COMFORT KITS, AND 421 FACILITY IMPROVEMENT GRANTS WERE AWARDED. DOUGLAS COUNTY SPARK FUNDING WAS FUNDED THROUGH DOUGLAS COUNTY, WITH SUPPORT FROM THE KANSAS OFFICE OF THE GOVERNOR OFFICE OF RECOVERY, STATE FINANCE COUNCIL, AND STRENGTHENING PEOPLE AND REVITALIZING KANSAS (SPARK) TASK FORCE. FUNDING WAS TO SUPPORT COVID-19 SUSTAINABILITY GRANTS (SEE DEFINITION UNDER CARES ACT/CCDF ABOVE). 95 GRANTS WERE AWARDED.
