It is a contractual agreement with specific duties and responsibilities identified and agreed upon by all of the parties to the contract.
Form 990, Part VI, Section A, line 6	AFSCME Council 93 Membership Benefit Trust's members are local or state employees who form locals at the town, city, or state level. On a voluntary basis, they purchase one or more of the available benefit programs and pay the costs using payroll deductions.
