	Monitoring implementation of the Music Modernization Act (MMA), passed in October 2018, which reforms the process of music licensing and creates a formalized body, the Mechanical Licensing Collective (MLC), run by publishers, that (A) administers the "mechanical licensing" of compositions on streaming services, and (B) funds the creation of a ?rst-of-its-kind, comprehensive database. The Corporation seeks to ensure that the policies and procedures developed under the MMA create a system by which songwriters have ease of collection of their royalties and ensure that the MLC is not used by licensees as a tool to convince Congress to create regulated or compulsory systems with respect to any other song writer's income stream.
