I am new to the Treasurer position. The prior Treasurer is in his late 80's and he instructed me to file by mail which i did, twice. My filing by mail was timely (5.13.22). My filing was returned with no explanation. I refiled again to the location designated for Form 990's on the IRS pamphlet from 2019. My filing was again returned, the second time with a computer generated letter signed by Amy Hussey instructing to file electronically.
