Return Reference Explanation
Form 990, Part III, Line 3 During the academic year, the University was closed to all students with the exception of incomeing freshment. Aof the chapter's members either lived off campus or stayed home. As a result, there were no chapter operations. In this light the members decided not to have house bill for expenses other than dues to the National Fraternity, Insurance and some incidental costs. The cook was laid off and collected unemployment, which was the reason for no employees or payroll costs. The payment for the cook's retirement account was for prior years.

The members elect an executive board which acts on behalf of the members, however the full membership must approve the annual budget and must ratify decision effecting the chapter. The fraternity holds weekly chapter meetings and documents visa minutes, the business conducted at these meetings. A permanent record is maintained. Minutes of committee meetings are not kept.

Explanation:
The chapter was unaware of the requirement to file electronically. Not certain how the requirement was promulgated, but since officers change annually it is possible that the notification was missed. Notification of unaccepted paper filing was made to the chapter at the University address and was received in June after the end of the school year and the new treasurer was not provided with the letter until August 23, upon returning to school. He advised the preparer on August 25, 2022. Preparer was also unaware of the electronic filing requirement. Preparer went to the the IRS website to find out how to file and to be honest the directions were not clear and it took tow days to determine how. Now the return is filed.
