Explanation:

The 990 returns filed for The California State Grange EIN: XXX-XX-XXXX were filed by mail on November 15, 2021 and received by the Internal Revenue Service Office on November 29, 2021. The IRS rejected the forms and returned them to the Sacramento office which were received on May 3, 2022. The reason for rejection was stated as not filing the return electronically as per current laws. The Grange organization was unaware of the requirement to file electronically. The previous returns were prepared by a CPA firm in another County and filed through them. On reviewing the draft 2020 returns, the Grange Secretary and Treasurer found that there were mistakes in the draft 2020 returns prepared by the CPA firm. These mistakes included using accrual accounting to prepare the tax returns while the Grange organization has been on the cash basis accounting. The CPA was unwilling to make the necessary corrections based on advice from the prior administration, and the business relationship was severed. The delay from May 2022 to November 2022 was caused by the discovery of the accounting books of the Grange - for this entity's final return, and for the return for the The Grange of the State of California's Order of Patron's of Husbandry, Chartered, EIN: XXX-XX-XXXX (filed at the same time) were performed incorrectly by prior contract bookkeepers and prior staff. Accounting methods were mixed with some accrual accounting entries used and some cash accounting entries; any many more errors in the chart of accounts. The errors were so egregious, the Board of Directors directed the books be rebuilt from 2018 to the present. This was time-consuming and contributed to the delay in filing these reports in a timely manner. The task of rebuilding the books was finished in October of 2022. The delay was further compounded by the fact that the Grange sent out an RFP to approximately 35 CPA/Bookkeeping firms to secure a new firm, and all firms rejected because they have not been able to hire enough help since the pandemic. All are short-staffed and were not taking on any new clients. It is respectfully requested that any fees and penalties for filing late be waived based on our prior history of filing returns timely, the mistakes made by prior bookkeeping and the lack of knowledge of the rules in filing the 2020 return. These problems are now mitigated by having updated internal policies for accounting procedures, still attempting to secure a CPA firm, and current knowledge of Internal Revenue Service Requirements. With these plans in place all returns will be filed timely in the future.
