FORM 990, PART I, LINE 1, DESCRIPTION OF ORGANIZATION MISSION:	joint operating agency that provides electricity, at cost, to public power utilities and municipalities. The association's mission is to support, protect and enhance its members' ability to provide non-for-profit, locally controlled utility services for the people of Washington. Based in Olympia, WPUDA represents its members in state, regional and national legislative and policy processes.
