| Excess Benefits Transections Attachments On or about the week of August 28th, 2022, the Board of Dir | Excess Benefits Transections Attachments On or about the week of August 28th 2022 the Board of Directors of POPPS became concerned that some POPPS funds may have been unaccounted for. The POPPS Treasurer was unresponsive to repeated requests for information and access to the bank account and bank records. On September 23rd 2022 the POPPS Board voted to remove the Treasurer from the Board. The Board subsequently learned that the Treasurer was the sole signatory on the POPPS bank account and on October 7th 2022 the Board received notice that the former POPPS treasurer had closed the POPPS bank account without Board authorization. The Boards repeated efforts to obtain bank statements from the Bank in order to determine the extent of missing funds were unsuccessful. Without these statements POPPS was not in a position to file a timely 2021 990 or have an estimate on the amount of missing funds. In October 2023 the Board reached out to the DC Bar Association for pro bono legal support and referred the matter to the DC Attorney Generals DC AG) office for investigation. Through the DC AG investigation the POPPS Board was provided with missing bank statements Excess Benefits Transaction Attachments Continued on March 13th 2022 and learned that the misappropriation of funds began in April 2021. The POPPS Board has timely complied with ongoing information requests from the DC AG. The DC AG case remains open and the POPPS Board is hopeful that a settlement will be reached to enable the return of most or all of the funds. To ensure this type of malfeasance does not reoccur the Board has instituted new processes including multiple authorized signatories on bank accounts and greater regular transparency on all financial matters with the entire Board and the public. The Board has also hired a professional accountant to complete our 990 forms to ensure the abovementioned activity is properly reported. |
