Direct & Indirect Food Distribution: The Idaho Foodbank operates warehouse facilities in Meridian, Lewiston, and Pocatello, distributing donated and purchased food to a statewide network of 440 Community Partners in all 44 Idaho counties. Community Partners include schools, churches, pantries, soup kitchens, shelters, senior centers, and supplemental food programs. For communities that lack a brick-and-mortar food pantry or special populations that require supplemental food support, The Idaho Foodbank conducts scheduled mobile pantry deliveries of fresh, dry, and frozen food. The Idaho Foodbank distributed nearly 28.6 million pounds of food - providing food for up to 23.8 million meals - through community partners and its own direct-service programs throughout the state of Idaho. When food is purchased, volume buying power maximized the return on donor contributions to such a degree that one dollar can provide food for up to four meals. The Idaho Foodbank, through its Food Rescue program, captured and distributed to those in need over 8 million pounds of surplus food from growers, processors, and retail outlets that might otherwise end up in local landfills. Much of the food received is in bulk and must be repackaged for distribution to families. The work is largely done by volunteers. During the fiscal year, 63,068 hours were donated by 24,198 volunteers, the equivalent of 30 full-time employees.

Schedule C, Part II-B, Line 1 Advocacy outreach and communication on public policies related to food insecurity and working families. Our efforts included outreach to our food pantry partners, state agencies, and the general public on the status of new or enhanced benefits that were available, as well as providing information about trends and data we have on food insecurity in Idaho. We also shared information on food insecurity trends with elected officials at all levels of government, as well as providing input and recommendations related to programs that impact food insecurity and its root causes in Idaho. We also worked with other organizations interested in food insecurity issues to provide support to government agencies implementing new pandemic relief benefits or winding down these benefits, as well as providing data and other information to these agencies.

Schedule D, Part IV, Line 2b The Idaho Foodbank Fund was established by the 2009 Idaho Legislature and gives Idaho taxpayers the opportunity to help hunger relief organizations through a "check-off" donation on their state tax return. Contributions assist Idaho hunger relief organizations in meeting the increasing demand for emergency food. Contributions provide Idaho community-based nonprofit groups with grants to increase their capacity to provide hunger relief services and/or nutrition education programs in Idaho. The Idaho Foodbank Fund is a statewide collaboration administrated by the Idaho Foodbank, Catholic Charities of Idaho, and Community Action Partnership Association of Idaho. The funds from Idaho taxpayers are sent to the Idaho Foodbank on a monthly basis and are maintained by Foodbank employees throughout the year. Annual grant applications are collected and presented to the statewide collaboration organizations who review and award the grants. Idaho Foodbank accounting staff manage the process as well as creates and tracks the grant awards and payments.

Schedule I, Part I, Line 2 The Idaho Foodbank supports the efforts of other 501 (c)(3) organizations in the area of hunger through a grant process managed by an executive committee comprised of representatives from three 501 (c)(3) organizations. Grants to other organizations are used for food purchases, to increase food pantry capacity (i.e. purchase of pantry shelving, new freezers and refrigerators, food pantry expansion projects, etc.) and fund hunger relief services programs. Grantees must submit a grant report at the end of the close of the grant period documenting the use of funds.

Form 990, Part III, Line 4b Nutritional Services: The Idaho Foodbank develops, implements, and administers a wide array of direct-service programs that benefits the health and well-being of especially vulnerable populations such as families, children, and seniors. Programs in addition to the Mobile Pantry program mentioned above include Backpack, School Pantry, Share Our Strength's Cooking Matters, Commodity Supplemental Food Program (CSFP), and The Emergency Food Assistance Program (TEFAP). The Idaho Foodbank also collaborates with health care professionals to ensure that these programs promote healthier families and more stable communities. During the most recent school year, The Idaho Foodbank's Backpack program distributed a total of 63,903 backpacks. Statewide, 2,172 children received a backpack every Friday throughout the school year. In the same period, 425,381 pounds of food (or the equivalent of 354,484 meals) was distributed to 12,414 households through the School Pantry program. School-based programs directed at children and families provide an impact on the educational performance of children. Moreover, school staff report that the Backpack program has improved relationships and communications with families. Community Initiatives: Recognizing that food is a social determinant of health, The Idaho Foodbank works in collaboration with community coalitions, healthcare organizations, and the general community to address food insecurity and improve community health. During the fiscal year, the Community Initiatives team provided 14 presentations and two regional conferences on the link between hunger and health to audiences including Foodbank partner organizations, healthcare collaborators, and community stakeholders. To increase awareness of and access to critical resources, the Community Initiatives team facilitated the distribution of materials at six different collocation events for food and information, and provided 22 different types of materials about resources across the state. In response to feedback received through focus groups, The Idaho Foodbank purchased healthy, culturally responsive foods that were distributed through partners and mobile pantries across the state. Items included mangos, maseca, and tomatillos among others. The Community Initiatives team piloted utilizing translation services to connect non-English speakers to food assistance, radio marketing, and direct delivery of food to some of Idaho's most vulnerable populations. Through bilingual SNAP and WIC social media campaigns. These campaigns were very effective at reaching Spanish speaking neighbors, with over 65% of the SNAP audience and 70% of the WIC audience reached through the Spanish campaign. The goal of the Community Initiatives department is to work to understand community needs through collaboration and relationship-building, and to explore creative solutions to meet those needs to improve community health.
Form 990, Part VI, Section A, Line 1a The governing body of the Organization delegates broad authority to act on its behalf to the Executive Committee. The Executive Committee is comprised of the Chair, Chair Elect, Treasurer, Secretary, and Past Chair. All members of the Executive Committee are on the board.
Form 990, Part VI, Section B, Line 11b Before it is filed, the form is sent electronically in PDF format to all Board Members. They review the document in its entirety, and communicate back to the President & CEO that they have completed the review, and approve its filing along with any points of concern.
Form 990, Part VI, Section B, Line 12c New Board Members are presented with the Conflict of Interest Statement during the Board Member orientation process, which must be signed upon election to the board. All Board Members must sign a new Conflict of Interest Statement yearly at the annual board meeting. In the event of a possible conflict when voting, the Board Member shall disclose and abstain from the discussions and voting. The Employee Handbook includes a Conflict of Interest section which is reviewed upon employment and is signed by the employee as acceptance of the policy. The Leadership Team of The Idaho Foodbank also sign an annual Conflict of Interest Statement. Both policies are monitored by the Organization's Leadership Team on an ongoing basis.
Form 990, Part VI, Section B, Line 15 The Board of Directors' Executive Committee independently decides the compensation of the President & CEO on a yearly basis. The last review was February 23, 2023. The Executive Committee also reviews compensation recommendations from the President & CEO for the remaining Leadership Team members using market comparison data, and makes final decisions for any changes. They provide written authorization of any changes, and their decisions are reflected in the Executive Committee meeting minutes.
