    I am a 68 year old man with little background in computer technology or accounting. Our Foundation operates on barebones administrative expense and I have been filing our annual 990-PF forms for almost 40 years by paper and mail. When I was completing the 2020 990-PF I read a section in the instructions online at https: www.irs.gov instructions i990pf entitled "Required electronic filing by exempt organizations." It said: "For tax years beginning on or after July 2 2019 the Taxpayer First Act section 3101 of P.L. 116-25 requires that returns by exempt organizations be filed electronically. ACCORDINGLY YOU MUST FILE THE RETURN ELECTRONICALLY FOR TAX YEARS BEGINNING IN 2021." Therefore I thought I would have to start the electronic filing for our 2021 990-PF. I mailed off the 2020 990-PF on April 4 2022 and enclosed a check for taxes due of $961.00. Then to my dismay and surprise a few months ago I received an envelope from the IRS with a letter explaining that the return was supposed to filed electronically. I found the task of figuring out how to file the 990-PF electronically was daunting and challenging. Finally I found this 990.com website which said they had the 2020 990-PF online but when I started to complete it I kept running into difficulties and errors kept popping up which I could not figure out how to fix. With the help of the Customer Support for 990.com I was finally able to complete the form and now I am ready to file the 2021 990-PF later this week. Please accept this reasonable cause explanation as to why I did not initially submit the form electronically and waive any penalties for late filing. I will be filing timely and electronically in the future. You have our $961.00 payment for 2020 990-PF taxes which were filed timely. Thank you for your consideration.
