Form 990, Part VI, Section A, Line 6	Members are businesses and individuals which received electric service from the cooperative.
Form 990, Part VI, Section A, Line 7a	Each member of the cooperative shall be entitled to vote in the election of the board of directors. Elections are held every year at the annual meeting. Voting is allowed in person at the meeting or by mail-in ballot.
Form 990, Part VI, Section A, Line 7b	By-laws may be altered, amended or repealed by the members at any regular or special meeting of the members. By-laws may be altered, amended or repealed by the Board of Directors in compliance with Wyoming State statute.
Form 990, Part VI, Section B, Line 11b	After the Form 990 has been prepared by the independent accountants, the General Manager and staff review the form for accuracy and completeness. Once the General Manager believes the Form 990 is complete and accurate, it is submitted to the Board for their review. Following the Board members' review, the Board formally approves a motion to accept the Form 990. Following the acceptance by the Board, the General Manager signs the Form 990 and files it.
Form 990, Part VI, Section B, Line 12c	Management ensures the enforcement of the policy when hiring employees and contracting for service. The Board verifies the no conflict rule under director qualifications prior to nominating a director for election. Potential conflicts are discussed with legal counsel, if necessary, to determine the appropriate form of action in accordance with the policy.
Form 990, Part VI, Section B, Line 15a	The Board of Directors reviews the General Manager's current compensation and, to the extent possible, compares it to the compensation of other comparably-sized electric cooperatives within the region. Additionally, the Board reviews the General Manager's compensation relative to the compensation of other executive-level positions within the geographic area as a measure of reasonableness. After considering these factors, along with the performance of the individual under review, the Board approves the General Manager's compensation package.
