MERCER COUNTY JUVENILE ADVISORY COUNCIL/MCJAC ENVISIONS QUALITY LIVES FOR VULNERABLE CHILDREN. THE MISSION OF THE ORGANIZATION IS TO IMPROVE PROGRAMS, SERVICES, AND OPPORTUNITIES THROUGH COLLABORATION WITH OTHER AGENCIES SERVING THE SAME DEMOGRAPHIC. THE FOUNDING PRINCIPLES OF ADVOCACY, COLLABORATION AND EDUCATION WERE DEVELOPED IN 1988 TO SERVE MERCER COUNTY YOUTH AND CONTINUE TO BE PREVALENT TODAY. TRUANCY INITIATIVE IN AUGUST OF 2022, MCJAC BEGAN COLLABORATING WITH PRESIDENT JUDGE DAN WALLACE AND DISTRICT JUSTICE BRIAN ARTHUR TO DISCUSS TRUANCY DATA AND INITIATIVES CURRENTLY IN PLACE TO SUPPORT CHRONIC ABSENTEEISM. THE INTENT OF THIS PARTNERSHIP WAS TO OFFER CURRENT IDEAS ON HOW OTHER RURAL COMMUNITIES ARE DEALING WITH POST COVID ATTENDANCE ISSUES. IN OCTOBER OF 2022, MCJAC ATTENDED THE IATDP CONFERENCE TO BEGIN GATHERING EVIDENCE-BASED PROGRAMMING TO WORK WITH YOUTH STRUGGLING WITH TRUANCY AND CHRONIC ABSENTEEISM. OVER THE COURSE OF 2022 AND 2023, THE PLAN TO ADOPT THE CONCEPT OF A TRUANCY CONFERENCE FOR JUVENILE PROBATION, CYS AND SCHOOL DISTRICTS AS WELL AS AGENCIES WORKING WITH THIS ISSUE, BECAME ONE OF THE PRIMARY GOALS FOR MCJAC. THROUGH NUMEROUS MEETINGS WITH THE TRUANCY TASK FORCE, THE INTENTION OF THE TRUANCY CONFERENCE WAS DEFINED WITH THE OBJECTIVE OF AN INFORMATIVE SETTING REVOLVING AROUND ACT 138. THE PROGRAMMING DEVELOPED BY MCJAC HAS CULMINATED INTO A SUCCESSFUL TRUANCY SUMMIT IN SEPTEMBER 2023 WITH AN ATTENDANCE OF 75 PROFESSIONALS THAT SERVE YOUTH IN MENTAL HEALTH, EDUCATION, ADJUDICATION, FAMILY SUPPORT AND LAW ENFORCEMENT CAPACITY. THE TRUANCY SUMMIT OFFERED AN OPPORTUNITY TO INFORM ALL THAT SERVE YOUTH OF THE TRUANCY LAWS IN PENNSYLVANIA, THE APPROACHES TAKEN BY EACH AGENCY AND BREAKOUT SESSIONS TO DISCUSS SOLUTIONS. THE NATIONAL KEYNOTE SPEAKER, DR. STEVEN SROKA PRESENTED ON THE POWER OF MANY AND THE IMPORTANCE OF RELATIONSHIPS IN THE LIVES OF AT-RISK YOUTH. JUVENILE PROBATION RECEIVED CONTINUED EDUCATION CREDITS FOR THE FULL DAY OF ATTENDANCE. CASA FEASIBILITY DURING THE 2022-2023 FISCAL YEAR, A FEASIBILITY STUDY REGARDING CASA WAS ADMINISTERED FOR MERCER COUNTY DEPENDENCY YOUTH. DISCUSSIONS ABOUT THE DATA AND THE ABILITY TO SUSTAIN A MERCER COUNTY PROGRAM CONCLUDED THAT A LACK OF LONGEVITY DUE TO MINIMAL DEPENDENCY YOUTH ORIGINATING IN MERCER COUNTY. YEARLY, MCJAC WILL REVISIT THE REVIEW PROCESS OF DATA FOR FOSTERED YOUTH WITH THE INTENTION OF IMPLEMENTING A PROGRAM OF SUPPORT SUCH AS CASA. FUNDING OBTAINING NEW FUNDING WAS A KEY COMPONENT TO THE 2022-2023 FISCAL YEAR. MCJAC BEGAN WORKING TOWARDS FEDERAL GRANT FUNDING BY INITIATING A SAMS NUMBER FOR THE APPLICATION PROCESS. INDIVIDUAL SPONSORSHIPS WERE RECEIVED BY JOY CONE AND DAFFIN'S. A SEED GRANT PROPOSAL WAS DENIED FOR A TECHNOLOGY UPGRADE TO MAKE ZOOM AND MICROSOFT TEAMS EASILY ACCESSIBLE. APPLICATIONS FOR MENTORING GRANTS, SUB GRANTS FOR JUVENILE PROGRAMMING AND AN EQUITY GRANT THROUGH GEORGETOWN WERE APPLIED FOR TO SUPPORT MCJAC PROGRAMMING. MENTORING AND CAMP PROGRAM MCJAC WAS INVOLVED IN ADVOCATING WITH THE NATIONAL MENTOR PROGRAM. IN WASHINGTON D.C., ADVOCATES FROM ALL OVER THE COUNTRY MET WITH STATE REPRESENTATIVES AND SENATORS TO ENCOURAGE SUPPORT FOR MENTORING GRANTS AND CONTINUED OJJDP PROGRAMS. MCJAC MET WITH REPRESENTATIVES MIKE KELLY AND MARY GAY SCANLON, SENATOR BOB CASEY, AND LEGISLATIVE ASSISTANTS FROM SENATOR JOHN FETTERMAN'S OFFICE. EACH MEETING ENCOURAGED SUPPORT FOR FIVE MAJOR INITIATIVES; FOSTER YOUTH MENTORING ACT, YOUTH READINESS WORKFORCE ACT, TRANSITION TO SUCCESS MENTORING ACT, MENTORING TO SUCCEED ACT AND THE YOUTH MENTORING PROGRAM GRANT. AS A PROGRAMMING SUPPORT FOR DISTRICT JUSTICES AND JUVENILE PROBATION, MCJAC DEVELOPED A PILOT PROGRAM, COURT APPOINTED MENTORING PROGRAM OR CAMP, THAT WORKS WITH FIRST TIME OFFENDERS FROM THE AGES OF 10-17 YEARS OF AGE. THE PROGRAM IS INTENDED TO WORK WITH FAMILIES THAT NEED MENTAL HEALTH RESOURCES AS WELL AS COMMUNITY SERVICE HOURS. ONCE COMMUNITY SERVICE HOURS ARE COMPLETED BY PARENT AND JUVENILE, THE FINES FOR THE OFFENSE ARE WAVED AND THE CASE IS DISMISSED. THE KEY COMPONENT TO THIS PROGRAM IS THE PARENTAL PIECE. FAMILIES IN LOWER SOCIOECONOMIC CIRCUMSTANCES STRUGGLE WITH FINANCIAL BURDENS THAT WOULD CAUSE AN ADDITIONAL BILL RESULTING FROM A FINE TO CAUSE INCREASED STRESSORS ON THE FAMILY UNIT. THE GOAL IS TO OFFER PARENTAL TOOLS THROUGH TEAM BUILDING IN THE FAMILY UNIT. COMMUNITY SERVICE PROGRAMS ARE SPECIFICALLY DESIGNED TO MEET THE ISSUES PRESENTED WITHIN THE FAMILY OR PARENT/CHILD RELATIONSHIP DURING THE INTAKE INTERVIEW. AT THAT TIME, PURPOSE AND GOALS ARE OUTLINED AS WELL AS MENTAL HEALTH SUPPORT RESOURCES. MCJAC PARTNERED WITH ECHO PINES, TRAUMA FOCUSED EQUINE ASSISTED PSYCHOTHERAPY, AND THE GROVE CITY CAT SANCTUARY. CAMP COMMUNITY SERVICE PROJECTS INCLUDE COMMON GROUNDS IN MERCER AND ATTENDING STRENGTHENING FAMILIES WEEKLY IN GROVE CITY. THE CURRENT PARTICIPANTS AND GRADUATES MEET MONTHLY TO BUILD SKILLS FOR SOCIAL EMOTIONAL GROWTH AND TEAM BUILDING. MONTHLY MEETINGS HAVE INCLUDED YOGA, LEARNING MEDITATION AND KAYAKING/ PADDLE BOARDING. YOUTH HOMELESSNESS IN ADDITION, MCJAC BEGAN HOSTING YOUTH HOUSING ROUNDTABLES TO SUPPORT BUILDING TRANSITIONAL HOUSING OPPORTUNITIES FOR YOUTH AND FAMILIES STRUGGLING WITH HOUSING INSECURITY. THE PARTNERSHIP INCLUDES BEHAVIORAL HEALTH COMMISSION, SHARON CITY EMPLOYEES AND THE INTERMEDIATE UNIT 4/ MCKINNEY VENTO LIAISON. THE INTENTION IS TO PROVIDE INFORMATIVE SESSION INCLUDING A POVERTY SIMULATION THAT WILL OFFER COUNTY OFFICIALS THE EVIDENCE THAT MERCER COUNTY FAMILIES NEED TRANSITIONAL HOUSING SUPPORT BEYOND HOTEL STAYS THAT WILL OFFER CONTINUED SHELTER BETWEEN THE HOMELESS EVENT AND THE PUBLIC HOUSING VOUCHER.
