Explanation:
This entity, the International Womens Insolvency & Restructuring Confederation Minnesota Network EIN 61-1711243 ("IWIRC") is eligible to file Form 990-N in order to satisfy its annual reporting requirements. IWIRC is filing its 2020 990-EZ as directed, as it was unable to timely complete its 990-N for 2020 due to a persistent error message on the IRS 990-N e-Postcard login website. The 990-N can only be filed online and if an entity experiences difficulty filing online and reaching an IRS representative for assistance, there is no paper filing option. IWIRC continually received an error message during all attempts to complete its 2020 990-N filing, along with a direction from the IRS website to try again later. IWIRC made numerous attempts throughout 2021 to complete its simple 990-N (e-Postcard) filing as in prior years. In an attempt to complete its 2020 990-N filing, IWIRC used different devices, different internet browsers, re-started those devices before making additional attempts, and continued to receive the same message that there was a technical error and to try again later. IWIRC thoroughly reviewed the IRS Charities and Nonprofits website and contacted the IRS at the number indicated for any entity experiencing problems filing. Likely due to the pandemic, IWIRC was unable to reach a representative for assistance - either because the call was immediately disconnected due to the volume of calls relative to the availability of representatives to assist - or because the wait time was prohibitive. Despite many attempts to file the 2020 990-N and calls to the IRS in an attempt to resolve the issue - IWIRC continued to receive that same error message and was unable to file electronically. IWIRC finally spoke with an IRS representative following a lengthy queue in March 2022, and was able to re-register its 990-N profile and resolve the filing issues. IWIRC timely submitted its 2021 990-N at that time. The representative informed IWIRC that a system change affecting 990-N filings in late 2020 may have been responsible for the error messages and IWIRC's inability to file its 990-N. IWIRC is now filing its 990-EZ for 2020 to ensure it is compliant with all reporting requirements, and should be current with its Form 990 filings for all tax years.
