Explanation:

This return was submitted on 11/05/2022 via USPS via Certified Mail. The IRS agent we spoke with regarding the new regulations stated they were for filers after the July 2021 and that it did not pertain to us. However, it does pertain to all Non-Profit filers AS OF July 2021. The IRS letter requesting electronic filing was received on 12/27/2022, this electronic filing was prepared 12/28/2022 but due to the IRS being down until January, we cannot submit until the portal is available. Please waive any fines and penalties as we are always compliant, on time, and are currently struggling.
