AS REQUIRED BY GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, NET ASSETS ASSOCIATED WITH ENDOWMENT FUNDS, INCLUDING FUNDS DESIGNATED BY THE FEDERATION TO FUNCTION AS ENDOWMENTS, ARE CLASSIFIED AND REPORTED BASED ON THE EXISTENCE OR ABSENCE OF DONOR-IMPOSED RESTRICTIONS. THE BOARD OF THE FEDERATION HAS ELECTED TO BE GOVERNED BY PROVISIONS OF ACT 141, WHICH PERMITS A TOTAL RETURN POLICY ALLOWING A NONPROFIT TO CHOOSE TO TREAT A PERCENTAGE OF THE AVERAGE MARKET VALUE OF THE ENDOWMENT'S DONOR RESTRICTED INVESTMENTS AS INCOME EACH YEAR. PART I, LINE 2: THE VISION OF THE JEWISH FEDERATION OF GREATER PITTSBURGH IS A FLOURISHING JEWISH COMMUNITY WHERE EVERYONE FEELS INCLUDED, SUPPORTED AND INSPIRED. IN ORDER TO ACCOMPLISH THIS VISION WE CULTIVATE RESOURCES, CONNECT PEOPLE AND COLLABORATE ACROSS THE COMMUNITY TO LIVE AND FULFILL JEWISH VALUES. AS THE PREEMINENT RESOURCE FOR ALL DONOR AND PROVIDER SERVICES IN PHILANTHROPY, THE JEWISH FEDERATION OF GREATER PITTSBURGH IS AT THE HEART OF JEWISH GIVING. GIVING CARE TO THOSE IN NEED, GIVING DEEPER ENGAGEMENT IN QUALITY OF LIFE, AND GIVING STRENGTH TO THE COMMUNITY, IN PITTSBURGH, ISRAEL AND AROUND THE WORLD. SINCE 1912, THE FEDERATION HAS FUNDED PROGRAMS THAT CARE FOR PEOPLE AT EVERY STAGE OF LIFE - STRENGTHENING COMMUNITY, PROVIDING LEADERSHIP AND NURTURING THE LEADERS OF TOMORROW. DURING THE FISCAL YEAR ENDED JUNE 30, 2022 GRANTS WERE DISBURSED THROUGHOUT THE COMMUNITY IN FURTHERANCE OF THE ORGANIZATION'S MISSION WHICH SPECIFICALLY INCLUDES BUILDING COMMUNITY IN ISRAEL. THE ORGANIZATION DISTRIBUTED APPROXIMATELY $1,639,000 IN FUNDS TO DOMESTIC TAX EXEMPT ORGANIZATIONS TO PROVIDE CORE FUNDING FOR THE JEWISH AGENCY FOR ISRAEL AND AMERICAN JEWISH JOINT DISTRIBUTION COMMITTEE. THESE DOLLARS HELP CONNECT AND INSPIRE THE LOCAL COMMUNITY WITH ISRAEL AND PROVIDE PROGRAM FUNDING TO FIGHT GLOBAL POVERTY. ADDITIONAL DISTRIBUTIONS APPROXIMATING $4,300,000 WERE MADE TO DOMESTIC NON-PROFITS IN SUPPORT OF WORLD JEWRY ACTIVITIES. IN ALL OF THESE INSTANCES, THE ORGANIZATION EXERCISED DUE DILIGENCE TO ENSURE THAT EACH OF THE RECIPIENTS WERE RECOGNIZED AS PUBLIC CHARITIES BY THE IRS AND THAT THE FUNDS WERE USED IN FURTHERANCE OF THE ORGANIZATION'S EXEMPT PURPOSE. THE ORGANIZATION DID NOT RETAIN VARIANCE POWER OVER THESE GIFTS. ACCORDINGLY, THESE GRANTS WERE EXPENSED UPON AWARD AND REPORTED ON SCHEDULE I.

FEDERATION STAFF MEET AND COMMUNICATE WITH AGENCY STAFF ON A REGULAR BASIS ABOUT SPECIFIC PROGRAMS AND AGENCY OPERATIONS. FEDERATION AND AGENCY VOLUNTEER LEADERSHIP MEET FOUR TIMES A YEAR TO REVIEW AGENCY PROGRAMS AND PERFORMANCE. AGENCIES PROVIDE REGULAR FINANCIAL REPORTS (AUDITED FINANCIALS, MONTHLY STATEMENTS) AS WELL AS AGENCY-SPECIFIC DOCUMENTATION (E.G., ACCREDITATION APPLICATIONS, CLIENT SATISFACTION SURVEYS, ETC.) THE GOAL OF THIS PROGRAM IS TO PROVIDE FINANCIAL SUPPORT TO AS MANY DESERVING STUDENTS IN THE COMMUNITY AS POSSIBLE. DEMONSTRATED FINANCIAL NEED IS A PRIMARY CRITERION IN EVALUATING APPLICANTS. FINANCIAL INFORMATION IS CONSIDERED ALONG WITH OTHER PERTINENT FACTS SUCH AS FAMILY SIZE AND NUMBER OF CHILDREN/SIBLINGS IN COLLEGE. THIS PROGRAM IS ADMINISTERED THROUGH THE CENTRAL SCHOLARSHIP PROGRAM OF JEWISH FAMILY AND COMMUNITY SERVICES OF PITTSBURGH. ISRAEL TRAVEL THE FEDERATION HAS CREATED AN ISRAEL TRAVEL SCHOLARSHIP PROGRAM TO PROMOTE ISRAEL TRAVEL AS PART OF ITS JEWISH CONTINUITY INITIATIVE. THE JEWISH FEDERATION IS THE CONVENER AND LARGEST JEWISH GRANT-MAKING ORGANIZATION IN OUR COMMUNITY, HELPING PEOPLE AT HOME, IN ISRAEL, AND AROUND THE WORLD. THE YEAR CULMINATED IN A JOYOUS, NINE-DAY MEGA MISSION TO ISRAEL WITH NEARLY 250 PITTSBURGHERS VISITING THE PROJECTS WE SUPPORT IN ISRAEL, SPENDING TIME IN OUR PARTNERSHIP2GETHER REGION OF KARMIEL/MISGAV, WITNESSING A CITIZENSHIP CEREMONY FOR IMMIGRANTS FROM UKRAINE, MEETING NEW FRIENDS AND GENERALLY HAVING AN INSPIRING ADVENTURE. THE FEDERATION FOCUSED ATTENTION INWARDLY AND BEGAN IMPLEMENTING FOUR NEW STRATEGIC PRIORITIES OUR BOARD APPROVED IN 2021. THESE PRIORITIES WILL MAKE THE FEDERATION MORE EFFECTIVE, MORE INVOLVED IN ISSUES OF BROAD CONCERN TO PITTSBURGH, BETTER ABLE TO FULFILL OUR DONORS' PHILANTHROPIC VISION, AND MOST IMPORTANTLY, BETTER ABLE TO MEET OUR JEWISH COMMUNITY'S CURRENT AND FUTURE NEEDS. WE LEVERAGED ADDITIONAL DOLLARS FROM GOVERNMENT, CORPORATE SPONSORS, FOUNDATIONS AND PRIVATE DONORS TO REACH A TOTAL FUNDRAISING ACHIEVEMENT OF $42.8 MILLION. AS PART OF THAT ACCOMPLISHMENT, WE THANK THE JEWISH HEALTHCARE FOUNDATION FOR ITS $900,000 BLOCK GRANT TO SUPPORT LOCAL HUMAN SERVICES AGENCIES. WITH YOUR HELP, WE CAN SAY CONFIDENTLY THAT THE FUTURE OF OUR JEWISH COMMUNITY LOOKS BRIGHT HERE, IN ISRAEL AND IN JEWISH COMMUNITIES WORLDWIDE. A SAMPLE OF 2021-2022 HIGHLIGHTS THE JEWISH COMMUNITY SECURITY PROGRAM CONTINUED TO EXPAND ACTIVITIES IN THE FACE OF RISING ANTISEMITISM. EVEN AFTER LAST YEAR'S RECORD DEMAND FROM ORGANIZATIONS FOR TRAINING AND FOR BUILDING ASSESSMENTS, THIS YEAR THE DEMAND INCREASED FURTHER. THIS YEAR, THE SECURITY PROGRAM TRAINED 5,100 PEOPLE IN RESPONDING TO ACTIVE THREATS, STOP THE BLEED AND OTHER CRITICAL AREAS. SINCE THE START OF THE PROGRAM, JEWISH FEDERATION HELPED TO SECURE $5.5 MILLION IN SECURITY GRANTS FROM GOVERNMENT, PRIVATE AND FOUNDATION SOURCES. JEWISH FEDERATION EXPANDED EMERGENCY EFFORTS TO SUPPORT JEWS IN UKRAINE AND FLEEING THE WAR. IN PARTNERSHIP WITH THE JEWISH AGENCY FOR ISRAEL AND THE AMERICAN JOINT DISTRIBUTION COMMITTEE, THE FEDERATION EVACUATED 80,817 PEOPLE AWAY FROM DANGER ZONES IN UKRAINE. FUNDING FROM THE JEWISH FEDERATION SYSTEM ACROSS THE U.S. AND CANADA ASSISTED 34, 405 PEOPLE FROM UKRAINE, RUSSIA AND BELARUS TO EMIGRATE TO ISRAEL. WE HELPED OUR PARTNERS TO FIELD 128,799 EMERGENCY HOTLINE CALLS FROM THE WAR ZONE AND SURROUNDING AREAS. THE JEWISH FEDERATION'S COMMUNITY RELATIONS COUNCIL (CRC) CONTINUED TO FIGHT RISING ANTISEMITISM THROUGH EDUCATION AND ADVOCACY. THIS EFFORT INCLUDED HELPING SEVERAL NEIGHBORHOODS INCLUDING MILLVALE THROUGH ANTISEMITIC INCIDENTS, RALLYING THESE COMMUNITIES TO SHOW PUBLIC SUPPORT FOR INCLUSION. THE CRC EXPANDED INCLUSION EFFORTS, WORKING WITH ORGANIZATIONS SUCH AS RATZON, WHICH SUPPORTS PHYSICAL, SPIRITUAL AND EMOTIONAL NEEDS OF LGBTQ+ JEWS. THE JEWISH COMMUNITY FOUNDATION CONTINUED TO EXPAND PROGRAMS AND SERVICES, INCLUDING A RECORD-BREAKING NUMBER OF ATTENDEES IN CLASSES WITH FOUNDATION SCHOLAR RABBI DANNY SCHIFF. THE FOUNDATION REACHED $301.2 MILLION IN ASSETS UNDER MANAGEMENT AND ADDED $19.9 MILLION IN NEW SUPPORT. WE CONTINUED TO ADD SUCCESSES WITH NEW ENDOWMENTS AND PLANNED GIFT COMMITMENTS THROUGH THE GRINSPOON LIFE & LEGACY PROGRAM IN COLLABORATION WITH THE HAROLD GRINSPOON FOUNDATION. THE PRESIDENT AND CEO WILL ATTEND THE MEETINGS OF THE OFFICERS GROUP AND IN CONSULTATION WITH THE CHAIR WILL DETERMINE WHICH OTHER STAFF WILL ATTEND. THE OFFICERS GROUP MAY ACT ON BEHALF OF THE BOARD BETWEEN MEETINGS OF THE BOARD WHEN NECESSARY. "NECESSARY" SHALL BE DEFINED AS THOSE SITUATIONS WHICH ARE TIME SENSITIVE, CONFIDENTIAL AND WHERE THE INABILITY TO ACT SWIFTLY WOULD CAUSE IRREPARABLE HARM.
