| Form 990, Part III, Line 4d: Other Program Services Description | OTHER PROGRAM SERVICES 4: PRETRIAL SUPERVISION PROGRAMThe mission of the Pretrial Supervision Program is to provide information to the Courts that assist the Courts in making the decision for the continued release of a defendant by monitoring those defendants for compliance to their conditions of release.The Pretrial Supervision Program is a nonresidential program designed to supervise Court ordered defendants who would otherwise be held in jail due to the amount of bond ordered by the Court. If the Court chooses to release the defendant, the officer supervises the defendant.There were 346 Direct placements of defendants from the Courts during the 2021-2022 Fiscal Year.Most defendants have been charged with more than one offense. For the safe of Data collection, MCS reports what we consider to be the primary offense. The top four offenses were Assault/assault with a weapon 16.2%; Criminal Possession of Dangerous Drugs 12.1 %; Strangulation 8.1%; and DUI 4th or subsequent 7.8%.The average daily population of clients in the program was 260.1. There were 424 pretrial clients who were released from the program during the fiscal year. 182 clients completed their period of supervision on pretrial successfully, 138 release were revoked by the court and 104 defendants, though initially referred, were never received by MCS for supervision.The top 3 violations committed by defendants during their period of supervision were 1. Law and Conduct 2. Violating Testing Requirements and 3. Usage or possession of intoxicants or illegal drugs. OTHER PROGRAM SERVICES 5: ENHANCED TRANSITION SUPERVISION SERVICESThe Enhanced Transition Supervision Services Program (ETSS) provided enhanced supervision services to offenders being supervised by the State Parole and Probation office who are have difficulty complying with the standard conditions of supervision and are in need of extra monitoring. The ETSS provided alcohol monitoring - both through the collection and testing of urine samples and through alcohol monitoring devices, daily breath tests, and random location checks in the community. In addition, an ETTS offender may be placed in a job skills class or a treatment group provided by Missoula Correctional Services, Inc. The ETTS officer reports any violations to the State supervising officer.Missoula Corrections Services, Inc. elected to discontinue the program June 2021 and did not renew the contract with the MT DOC by choice.MCS continued to briefly monitor those clients that were in the program during July 2021 until they either completed the requirements that had been ordered by the State Parole and Probation office, were terminated for non-compliance or arrangements were made to have them monitored in another manner. The last payment for the services of this program from the Department of Corrections was received for the services provided July 2021. OTHER PROGRAM SERVICES 6: OTHER PROGRAM SERVICES 7: SOBRIETY & ACCOUNTABILITY PROGRAMThe mission of the Sobriety and Accountability Program (SAP) is to monitor the sobriety of individuals ordered by the court to participate in the program because there is an indication that their use of alcohol and/or illegal substances played a factor in their interaction with the criminal justice system.SAP provides twice daily breath tests to those defendants or offenders ordered to the program; random testing to those participants ordered for such, use of alcohol monitoring devices for participants who are unable, for verified reasons, to be present for twice per day testing; collection and testing of urine samples for participants whose behavior indicates there is a problem or who have a positive breath test; collection and testing of urine samples ordered by the Court.MCS notified the Courts September 2021 that the Sobriety and Accountability Program would no longer take new referrals due to problems in obtaining adequate staff and financial issues. SAP continued to monitor those clients already in the program throughout the fiscal year until each completed their obligation to the Court. OTHER PROGRAM SERVICES 8: MUNICIPAL COURT MISDEMEANOR SUPERVISION PROGRAMIn June 2012 Missoula Correctional Services, Inc. began providing probation services to the Missoula Municipal Court.The mission of the Municipal Court Misdemeanor Supervision Program is to provide a sentencing alternative to the Municipal Courts that reduces the likelihood of offenders committing more crimes by monitoring their compliance with sentencing conditions ordered by the court. |
