4 Community Development Partnering with community development consultants, assessments were conducted in a couple of major areas throughout Lea County - social service needs and landscape design. To develop anticipated or emerging opportunities to enhance community resources and develop action plans the social service needs assessment was conducted in each Lea County community. Communities across the country understand that along with meeting social service needs quality public landscapes reflect a community's sense of value and civic pride.
