During 2022, DSM Mutual Aid's accountant became aware that the accounting utilized to record Bail Bonds Paid and Appearance Bond Refunds was incorrect, albeit arguably more transparent in nature. Previously, Bail Bonds Paid were reported on Part IX, Statement of Functional Expenses, Line 24a, Other Expense and Appearance Bond Refunds were reported on Part VIII, Statement of Revenue, Line 11a, Miscellaneous Revenue. Currently, Bail Bonds Paid are recorded as Accounts Receivable and offset by the receipt of Appearance Bond Refunds. Thus, for 2020, Schedule A, Section A, Public Support, Line 1, Gifts, grants, contributions, and membership fees received was increased $151,400 - from $220,536 to $371,936 - to record, in essence, Bail Bonds Paid as Accounts Receivable and Contributions Income from Prairielands Freedom Fund, an Iowa 501(c)(3) [EIN 82-0931341, the Eastern Iowa Community Bond Project], who provided a grant to fund the Bail Bonds Paid activity that occurred prior to DSM Mutual Aid's Incorporation date of August 5, 2020. No change was needed for this line item for 2021. Additionally, Schedule A, Part II, Section B, Line 10, Other Income, which represented Appearance Bond Refunds was reduced from $43,600 to $0 in 2020 and from $221,007 to $0 in 2021. The overall effect of these changes is to increase the Public Support Percentage to 100% since inception. |
