Explanation:

I had the form all filled out and it would not accept it electronically without a digital registration number which could take up to 45 days to receive, so I mailed it in with an explanation and it was returned saying it had to be filed electronically. I found all the info on the reg number user un-friendly. I thought it was still optional to file electronically at that time so I mailed it. We are a very small non-profit group trying to keep this local 112-year-old agricultural society alive.
