Dear IRS, My name is Marlon Gonzales. I'm currently the Treasurer of AFGE Local 3911. I am sorry. This 2021 form is being filed late because I was unaware until today that a letter (LTR2695C) was sent saying that paper filings were no longer being accepted. We did attempt to file the 2021 return by mail, but it was not accepted and returned with the IRS letter (LTR2695C). This letter indicated that paper filing was not being accepted for our 990ez form. The reason for not receiving the IRS letter in a timely way and not knowing about the changes to filing procedures are complex. (1) Due to the impacts of COVID, office accessibility has been limited and our availability to get our mail has been a challenge. For example, when I went to retrieve mail today, there were many other letter just sitting in our mailbox. Neither myself or other officers have been able to retrieve mail. (2) In the past, we relied on a secretary or office assistant to collect such mail, but because of the new office schedules, fewer people are in the office on any given day. In addition, in the past we used to be made aware by the mailroom if we had mail, but that level of notification apparently stopped a while ago. (3) Due to the burdens of COVID and additional job responsibilities, it has been harder to stay on top of all duties, and I had been operating on the assumption that IRS filing procedures were not being changed. I did not intend for this situation. As I mentioned, we did submit a paper form on-time last year (for the 2021 tax-year), and we had assumed that everything was okay. I apologize for this situation and humbly ask forgiveness and understanding. If there is a penalty of any kind that is being assessed, could these penalties be forgiven and abated? This would be much appreciated.
