| Facts And Circumstances Test |

| SCHOOL CHOICE WISCONSIN, INC. ("SCW"), A WISCONSIN NONSTOCK, NONPROFIT CORPORATION THAT IS RECOGNIZED AS EXEMPT FROM TAXES UNDER SECTION 501(C)(3) OF THE INTERNAL REVENUE CODE (THE "CODE"), DID NOT MEET THE PUBLIC SUPPORT PERCENTAGE FOR 2022, BUT RESPECTFULLY SUBMITS THAT IT MET THE "10%-FACTS-AND-CIRCUMSTANCES-TEST" FOR 2022 AND THUS, CONTINUES TO BE QUALIFIED AS A PUBLICLY SUPPORTED ORGANIZATION FOR THE FOLLOWING REASONS: 1. CONTINUOUS AND BONA FIDE FUNDRAISING PROGRAM. SCW HAS A CONTINUOUS AND BONA FIDE PROGRAM FOR SOLICITATION OF FUNDS FROM THE GENERAL PUBLIC, GOVERNMENTAL UNITS, OR PUBLIC CHARITIES. FUNDRAISING EFFORTS IN 2022 (DESCRIPTION): SCW DISTRIBUTED AN ELECTRONIC NEWSLETTER TO 2,900 SUBSCRIBERS THROUGHOUT THE STATE OF WISCONSIN. EACH NEWSLETTER PROMOTED SCW'S WORK IN SUPPORT OF SCHOOL CHOICE PROGRAMS, PRESENTED VARIOUS EDUCATIONAL OPPORTUNITIES, AND A DIRECT CALL TO ACTION TO SOLICIT NEW FUNDS. IN 2022 SCW CONTINUED TO UTILIZE SOCIAL MEDIA TO INCREASE AWARENESS OF OUR ORGANIZATION'S MISSION AND TO APPEAL TO NEW SUPPORTERS. CONTENT INCLUDED INFORMATION ABOUT SCHOOL CHOICE OPEN ENROLLMENT PERIODS AND DONOR-CENTRIC MESSAGES, ALONG WITH A POSITIVE STORY CAMPAIGN FEATURING SCHOOLS WITHIN THE PROGRAM AND STUDENT/FAMILY SUCCESS STORIES. THESE STORIES HELPED SCW BUILD ITS GENERAL PROGRAM AWARENESS AND PROVIDED INSIGHT INTO SCW'S OVERALL MISSION. ALL WHEN CLICKED LINKED BACK TO THE APPROPRIATE PAGE ON WWW.SCHOOLCHOICEWI.ORG. A GIVING TUESDAY CAMPAIGN ALSO SOUGHT TO INCREASE GREATER BRAND AWARENESS. IN TOTAL, THERE WERE 23 NEW DONORS IN 2022.SCW ORGANIZED COMMUNITY EVENTS LIKE THE 2022 BACK TO SCHOOL BACKPACK GIVEAWAY EVENTS AND ART CONTEST. THESE EVENTS INTRODUCED NEW DONORS TO OUR ORGANIZATION, CREATED AWARENESS THROUGHOUT THE GREATER COMMUNITY AND ENGAGED NEW VOLUNTEERS. FUNDRAISING EFFORTS FOR 2023 (DESCRIPTION): IN JANUARY, SCW HIRED AN EXPERIENCED DEVELOPMENT DIRECTOR WHO WILL WORK DIRECTLY WITH OUR BOARD TO IMPLEMENT A MULTIFACETED PLAN AIMED AT RETAINING CURRENT DONORS AND EXPANDING OUR DONOR BASE. EFFORTS INCLUDE IDENTIFYING A LIST OF POTENTIAL DONORS, ASSEMBLING CONTENT TO REFLECT SCW'S ACCOMPLISHMENTS, SETTING UP MEETINGS WITH CURRENT AND PROSPECTIVE DONORS AND CONTINUED DONOR SUPPORT/CONTACT. SCW WILL ALSO CONTINUE TO WORK TO CREATE BROADER PROGRAM AWARENESS AND PUBLIC SUPPORT THOROUGH SOCIAL MEDIA, NEWSLETTER AND PRESS RELEASE EFFORTS. THIS COMBINED WITH PREVIOUS AND CONSISTENT EFFORTS, ALLOWS FOR A BROADER AWARENESS OF THE ROLE SCW PLAYS TO ADVANCE EDUCATIONAL REFORM THROUGHOUT THE STATE. THIS CONNECTION IS CRUCIAL IN GROWING OUR BASE OF SUPPORT. SCW IS SCHEDULED TO SEND GRANT PROPOSALS TO NUMEROUS FOUNDATIONS OVER THE NEXT THREE MONTHS. SCW WILL CONTINUE TO UTILIZE A ROBUST SOCIAL MEDIA CAMPAIGN TO REACH OUT TO DONORS ELECTRONICALLY, THROUGH ONLINE EVENTS SUCH AS GIVING TUESDAY, AND WILL CONTINUE TO ADD CONTACTS TO ITS MAILING LISTS AS CONNECTIONS ARE MADE. SCW ASSIGNS BOARD AND STAFF MEMBERS TO PARTICIPATE IN EVENTS THROUGHOUT THE YEAR THAT REAP NEW CONNECTIONS, GROW NAME/PROGRAM RECOGNITION, AND PROVIDE OPPORTUNITIES TO DEVELOP RELATIONSHIPS WITH POTENTIAL DONORS. 2. MISCELLANEOUS FACTORS. A. DIVERSE BOARD OF DIRECTORS. THE MEMBERS OF THE BOARD OF DIRECTORS OF SCW (THE "BOARD") REPRESENT MANY DIFFERENT SECTORS OF WISCONSIN'S EDUCATIONAL AND NONPROFIT COMMUNITY. CURRENTLY, THERE ARE EIGHT MEMBERS OF THE BOARD. EACH DIRECTOR WAS SELECTED BECAUSE OF HIS OR HER EXPERIENCE IN EDUCATION, NONPROFIT MANAGEMENT, OR FINANCIAL/LEGAL KNOWLEDGE AND BECAUSE THEY DEMONSTRATED AN INTEREST IN AND DESIRE TO SUPPORT SCW'S EXEMPT PURPOSE MISSION. B. PUBLIC AVAILABILITY OF PROGRAMS. SCW'S EXEMPT PURPOSE MISSION IS TO RESEARCH AND PROVIDE INFORMATION ON ALTERNATIVE EDUCATIONAL OPTIONS IN THE STATE OF WISCONSIN AND NATIONALLY, AND THE IMPACT OF SUCH OPTIONS ON FAMILIES, COMMUNITIES, AND SCHOOLS. IN FURTHERANCE OF THIS MISSION, SCW STRIVES TO MAKE ITS PROGRAMS AND SERVICES READILY AVAILABLE TO INTERESTED MEMBERS OF THE GENERAL PUBLIC FOR NO CHARGE. INITIALLY, SCW FOCUSED ITS EFFORTS ON SCHOOL CHOICE OPTIONS IN THE GREATER MILWAUKEE AND RACINE AREAS BECAUSE THESE AREAS WERE THE HOME OF THE NATION'S LARGEST AND OLDEST VOUCHER PROGRAMS FOR LOW-INCOME FAMILIES. THE CITIZENS OF THE STATE OF WISCONSIN AND THEIR LEGISLATIVE REPRESENTATIVES EMBRACED OPPORTUNITIES PROVIDED BY SCHOOL CHOICE AND IN 2013, EXPANDED SCHOOL CHOICE OPTIONS TO BE AVAILABLE TO FAMILIES AND COMMUNITIES THROUGHOUT WISCONSIN. AS A RESULT, SCW EXPANDED THE SCOPE OF ITS ACTIVITIES TO INCLUDE ALL OF WISCONSIN. SCW MAINTAINS A WEBSITE, WWW.SCHOOLCHOICEWI.ORG, WHERE INTERESTED MEMBERS OF THE GENERAL PUBLIC MAY GO TO LEARN ABOUT THE SCHOOL CHOICE PROGRAM IN WISCONSIN. IN ADDITION, SCW'S WEBSITE SERVES AS A RESOURCE FOR EDUCATORS AND FAMILIES TO ACCESS RESEARCH ON GENERAL SCHOOL CHOICE, OPPORTUNITIES FOR INVOLVEMENT IN FURTHERING SCHOOL CHOICE OPTIONS, AND ADDITIONAL WEB SITES RELATED TO SCHOOL CHOICE. SCW'S WEBSITE IS USED BY REPORTERS, ELECTED OFFICIALS AND THEIR STAFF, AND EDUCATION RESEARCHERS ACROSS THE COUNTRY. SCW IS REGULARLY USED AS AN ON-RECORD RESOURCE FOR THE MEDIA REGARDING PARENTAL CHOICES IN EDUCATION. LOCAL AND STATE POLICYMAKERS, IN ADDITION TO THINK TANKS AND OTHER COMMUNITY GROUPS, LOOK TO SCW AS THEIR FIRST SOURCE OF INFORMATION ON SCHOOL CHOICE. CURRENT, ACCURATE DATA ON THE THREE PARENTAL CHOICE PROGRAMS, THE SPECIAL NEEDS SCHOLARSHIP PROGRAM, AND THE TUITION TAX DEDUCTION PROGRAM IN WISCONSIN IS ACCESSIBLE THROUGH THE SCW WEBSITE. ANY INTERESTED MEMBER OF THE GENERAL PUBLIC MAY ACCESS THIS WEBSITE WITHOUT CHARGE. SCW HOSTED FOUR BACK-TO-SCHOOL BACKPACK GIVEAWAY EVENTS IN 2022 IN THE MADISON, MILWAUKEE, KENOSHA AND GREEN BAY COMMUNITIES. THESE EVENTS NOT ONLY DISTRIBUTED 2000 BACKPACKS TO NEEDY STUDENTS, BUT SOUGHT TO ENGAGE THE GREATER COMMUNITY, BUSINESSES, PARTNER ORGANIZATIONS AND COMMUNITY LEADERS, AND HAVE BEEN EXTREMELY IMPACTFUL, ESPECIALLY WHEN TRYING TO INCREASE THE AWARENESS OF EDUCATIONAL OPTIONS IN HISPANIC COMMUNITIES CURRENTLY LACKING EDUCATIONAL OPPORTUNITIES. C. BROAD PUBLIC APPEAL OF PROGRAMS AND SERVICES. SCW'S PROGRAMS AND SERVICES PROVIDE RESEARCH AND INFORMATION TO MEMBERS OF THE GENERAL PUBLIC WHO ARE INTERESTED IN LEARNING MORE ABOUT SCHOOL CHOICE OPTIONS IN THE STATE OF WISCONSIN AND NATIONALLY. ON AVERAGE, SCW RECEIVES OVER 42,000 VISITS TO ITS WEBSITES WITH HUNDREDS OF REQUESTS FOR MORE INFORMATION EACH YEAR. SCW CONTINUES TO IMPLEMENT A SOUND COMMUNICATIONS PLAN WITH AN EXTENDED REACH. IN 2022, SCW PROVIDED OVER 10,000 MAILERS AND 300 POSTERS TO 45 PARTICIPATING SCHOOLS FOR THEM TO USE IN MARKETING THE CHOICE PROGRAM TO THEIR RESPECTIVE COMMUNITIES. IN ADDITION, SCHOOLS WERE GIVEN ACCESS TO DOWNLOADABLE RESOURCES AND SOCIAL MEDIA GRAPHICS, ALL AT NO CHARGE. SCW PROVIDES ONGOING SUPPORT TO THE SCHOOLS IN THE PROGRAM AND THE GENERAL PUBLIC THROUGH A HELP DESK IN BOTH ENGLISH AND SPANISH. OVER 1,500 REQUESTS WERE SERVICED IN 2022. SCW ALSO CONDUCTED A PAID SOCIAL MEDIA CAMPAIGN AND INCREASED POSTING ON ALL FOUR SOCIAL CHANNELS, RESULTING IN 725,950 VIEWS AND 10,000 ENGAGEMENTS. |
