Facts And Circumstances Test
***INTRODUCTION*** Isabella was founded in 2014 with the primary goal of rescuing North Korean refugees and resettling them in the United States, South Korea, or another safe, third country. On average, Isabella rescues between 10 to 20 refugees per year. In addition to rescues, Isabella assists in refugee resettlement. The organization engages in policy discussions with key stakeholders in the U.S. and South Korean refugee resettlement programs. Isabella, through its partners, has facilitated the opening of a facility in Thailand to assist rescued refugees in transit. Isabella has future goals of directly assisting refugees in their resettlement. Isabella has also adopted the third goal of raising awareness about the plight of North Korean orphans and all North Koreans. This has primarily taken the form of public and private events, Isabella's Orphanage Research Project, newsletters, and an up-to date webpage with recent news about Isabella activities and news surrounding North Korean issues. Finally, Isabella in 2022 has expanded efforts to assist refugees from other third-countries around the world in addition to our core geographic focus in Northeast Asia. While no expenses were incurred in these other third-countries, we continue to work with our partners in the field to bring resources and expertise to bear in these areas. Isabella looks forward to expanding these efforts in FY2023. As in previous years, all activities of the organization are bona-fide charitable works in line with the mission of the organization. ***EXISTING PUBLIC SUPPORT*** Isabella achieved a five year average of 21.713 percent public support in FY2022. This is a drop from FY2021, owing in part to the lack of activities of the organization resulting from the COVID-19 pandemic and ongoing border lockdown issues in NE Asia. The percentage is still double the required percentage for the "10 percent Facts and Circumstances Test". This demonstrates that Isabella has maintained a significant percentage of public support in FY2022. Isabella has received donations from over 134 individuals, a slight increase from previous years, which illustrates that in addition to one-time donors, Isabella has a dedicated core of donors that regularly contribute to the cause of the organization, with some donors making monthly or annual contributions. Some donors also make matching payroll donations. In addition, Isabella has drawn support from other members of the public through our public events and partnerships. Isabella has also received grants and charitable donations from other public charities and foundations during the past five years. ***FUTURE PUBLIC SUPPORT*** Isabella maintains a program to solicit funds from the public and holds public activities that will continue to garner support. The existing core of donors will continue to support the organization at over the required 10 percent test to remain a public charity. The organization has public events and outreach campaigns planned that are designed to solicit additional donations from a broader audience. The organization has maintained a consistent level of public support and is committed to achieving greater than 33 1/3 percent public support. The organization anticipates doing so in FY2023. ***PUBLIC PARTNERSHIPS AND PARTICIPATION*** The organization works with public officials and numerous organizations led by community leaders and people with special knowledge or expertise in the field of North Korean human rights. These individuals and organizations participate in and/or sponsor our programs. /// 1. Public Officials and Entities /// Isabella has participated in private meetings with staff and committees before Congress as well as meetings with staff from the White House, the National Security Council, Department of State, US Mission to the UN, Department of Defense, Health and Human Services, Department of Homeland Security, the intelligence community, and various other agencies of the federal government. Isabella has participated in similar meetings with lawmakers and other public figures in South Korea and at the South Korean Mission to the UN. Isabella has worked closely with the Embassy of the Czech Republic and has held meetings with other representatives of the Czech Republic since its inception. Isabella has held meetings with other international organizations including UNICEF and the UN Office of the High Commissioner for Human Rights. /// 2. North Korea Freedom Coalition /// Isabella is a member of the North Korea Freedom Coalition ("NKFC"), a coalition of over 70 organizations around the world focused on North Korean human rights and other related issues. Isabella works closely with the leadership and NKFC membership to achieve its goals and promote the cause of freedom for North Koreans. Isabella has hosted events during NKFC's annual North Korea Freedom Week, both in Seoul and Washington DC. Isabella participated in these events again this year and was recently recognized in the international press for an event hosted by the organization on humanitarian aid. Through NKFC, Isabella also regularly participates in the UN Commission on the Status of Women in New York and co-hosts public events on North Korean women's rights. The latest event was co-hosted with Jubilee Campaign and the Defense Forum Foundation. Finally, Isabella also participates in NKFC's annual Save North Korean Refugees Day and has been designated as the recipient of public donations during this annual event. /// 3. The Defense Forum Foundation Inc /// The Defense Forum Foundation ("DFF") is dedicated to promoting a strong national defense and promoting freedom, democracy, and human rights abroad. Among other things, it is well known for its work promoting the freedom, human rights, and dignity of the people of North Korea. Isabella has partnered with DFF to fund rescues and to broadcast radio programming into North Korea promoting freedom and human rights. Through DFF, Isabella has partnered with organizations in Seoul to further the organization's research on North Korean orphans and orphanages as well as rescue and resettlement efforts. ***CONCLUSION*** While still a young organization, Isabella has achieved a great deal of success. The organization has a high percentage of public support from a diverse base of donors and maintains a continuous and bona-fide program for solicitation of funds from the general public which will yield additional public support in the future. The organization anticipates meeting the 33 1/3 percent test in FY2023. The organization has accomplished numerous charitable goals and has plans to continue to accomplish this charitable work and expand upon it in the future. The organization has achieved a high degree of public participation by engaging with and informing the public, other nonprofit organizations, the US and other governments, international organizations, and the news media. Taken as a whole, Isabella more than meets the requirements of the 10 percent Facts and Circumstances Test and will continue to do so in the future
