THE ASSOCIATION HAS RECEIVED THE PLATINUM SEAL OF TRANSPARENCY FROM GUIDESTAR (THE HIGHEST LEVEL FOR ACCOUNTABILITY AND TRANSPARENCY). BIAV OFFERS TRAINING OPPORTUNITIES VIA ITS WEBSITE (FREE FOR MEMBERS; NOMINAL FEE FOR NON-MEMBERS). THE ACADEMY OF CERTIFIED BRAIN INJURY SPECIALISTS OFFERS A BRAIN INJURY CERTIFICATION PROGRAM FOR DIRECT CARE STAFF AND PROFESSIONALS. BIAV OFFERS REVIEW SESSIONS AND WEBINARS TO HELP CANDIDATES PREPARE FOR THE EXAM. THE ASSOCIATION IS ACTIVE IN SOCIAL MEDIA FOR PROGRAM, COMMUNICATIONS AND FUNDRAISING PURPOSES. AS OF MAY 1, 2024, BIAV HAD 3,200 FACEBOOK FOLLOWERS, 2,287 INSTAGRAM FOLLOWERS, AND 781 X (FORMERLY TWITTER) FOLLOWERS. ADDITIONALLY, OVER 40,000 UNIQUE USERS VISITED OUR WEBPAGE, CONTRIBUTING TO OVER 100,000 WEBPAGE VIEWS ACROSS THE ENTIRE SITE. BIAV'S E-NEWSLETTER REACHES APPROXIMATELY 4,000 INDIVIDUALS ON A MONTHLY BASIS. DIVERSITY, EQUITY AND INCLUSION ("DEI") BIAV IS COMMITTED TO FOSTERING AND CULTIVATING CULTURAL HUMILITY, DIVERSITY AND INCLUSION. WE EMBRACE AND ENCOURAGE DIFFERENCES IN AGE, DISABILITY, ETHNICITY, FAMILY OR MARITAL STATUS, GENDER IDENTITY OR EXPRESSION, LANGUAGE, NATIONAL ORIGIN, PHYSICAL AND MENTAL ABILITY, POLITICAL AFFILIATION, RACE, RELIGION, SEXUAL ORIENTATION, SOCIO-ECONOMIC STATUS, VETERAN STATUS, AND OTHER CHARACTERISTICS THAT MAKE OUR EMPLOYEES, VOLUNTEERS AND THOSE WE SERVE UNIQUE. BIAV'S DIVERSITY COMMITMENT APPLIES TO BOARD AND STAFF PROCESSES AND POLICIES ON RECRUITMENT AND SELECTION; COMPENSATION AND BENEFITS; PROFESSIONAL DEVELOPMENT AND TRAINING; PROMOTIONS; TRANSFERS; SOCIAL AND RECREATIONAL PROGRAMS; LAYOFFS; TERMINATIONS; AND THE ONGOING DEVELOPMENT OF A WORK ENVIRONMENT. ALL MEMBERS, EMPLOYEES AND VOLUNTEERS OF BIAV HAVE A RESPONSIBILITY TO TREAT OTHERS WITH DIGNITY AND RESPECT AT ALL TIMES. ALL EMPLOYEES ARE EXPECTED TO EXHIBIT CONDUCT THAT REFLECTS INCLUSION DURING WORK, AT WORK FUNCTIONS ON OR OFF THE WORK SITE, AND AT ALL OTHER SPONSORED AND PARTICIPATIVE EVENTS. EMPLOYEES ARE REQUIRED TO ATTEND AND COMPLETE ANNUAL CULTURAL HUMILITY TRAINING TO ENHANCE THEIR KNOWLEDGE TO FULFILL THIS RESPONSIBILITY. |
| FORM 990, PAGE 1, PART I, LINE 6 | THE ORGANIZATION IS THE GRATEFUL RECIPIENT OF SIGNIFICANT SERVICES BY VOLUNTEERS WHO HAVE MADE INVALUABLE CONTRIBUTIONS OF THEIR TIME AND TALENT TO AID THE ASSOCIATION IN ITS MISSION. PREDOMINANTLY, VOLUNTEERS PROVIDE SERVICES IN GOVERNANCE ROLES AS BOARD OR COMMITTEE MEMBERS. AS THE VALUE OF SUCH SERVICES IS NOT SUBJECT TO ACCURATE MEASUREMENT, PURSUANT TO TOPIC 958 THE VALUE OF THESE CONTRIBUTED SERVICES IS NOT REFLECTED IN THE ACCOMPANYING TAX RETURN. |
| FORM 990, PART III | DURING THE FISCAL YEAR ENDED JUNE 30, 2023, BIAV PROVIDED: EDUCATION TO 1,056 PEOPLE; OUTREACH TO 9,618 PEOPLE; SUPPORT TO 1,441 PEOPLE; PUBLIC AWARENESS TO 45,679 PEOPLE, AND ADVOCACY TRAINING TO 254 PEOPLE. BIAV ALSO PROVIDED ONLINE AND IN-PERSON TRAININGS TO 177 PROFESSIONALS. ADDITIONALLY, BIAV HOSTED A TOTAL OF 77 CAMPERS OVER TWO WEEKS AT ITS ANNUAL CAMP BRUCE MCCOY, A FULL RECREATIONAL CAMP EXPERIENCE FOR PEOPLE WITH BRAIN INJURY. DURING FY22, BIAV SUPPORTED THE PASSING OF SEVERAL KEY BUDGET AMENDMENTS TO CREATE MORE SERVICES FOR THE BRAIN INJURY COMMUNITY. FIRST, AMENDMENT ITEM 330 4H & 4S ALLOCATED OVER 1.1M TO CREATE A HOUSING SPECIALIST POSITION AT EACH STATE-FUNDED COMMUNITY-BASED BRAIN INJURY PROGRAM. DESPITE FACING THE SAME NEEDS AS THOSE WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES, PEOPLE WITH BRAIN INJURY HAVE LITTLE TO NO RESIDENTIAL SERVICE OPTIONS AVAILABLE TO THEM WITHIN THE COMMONWEALTH DUE TO A LACK OF WAIVER SUPPORTS. THE SHORTAGE IN HOUSING AND SUPPORT OPTIONS FOR INDIVIDUALS WITH DISABILITIES HAS REACHED CRISIS PROPORTIONS. LAST YEAR, 41% OF THE PEOPLE WHO CONNECTED WITH BIAV CONCERNING SERVICES TOLD US HOUSING WAS ONE OF THEIR TOP 3 NEEDS. SECOND, WE SUPPORTED THE PASSING OF ITEM 330 5H & 5S, WHICH ALLOCATED 570,000 IN THE FIRST YEAR TO EXPAND SPECIALIZED COMMUNITY-BASED BRAIN INJURY CASE MANAGEMENT SERVICES. THE VIRGINIA DEPARTMENT OF HEALTH STATES APPROXIMATELY 28,000 VIRGINIANS SUSTAIN A BRAIN INJURY EACH YEAR. BIAV ESTIMATES, MORE THAN 302,000 VIRGINIANS ARE DISABLED AS A RESULT OF BRAIN INJURY. THIS FUNDING WOULD FACILITATE HIRING ADDITIONAL CASE MANAGERS TO SERVE VIRGINIANS WITH MODERATE TO SEVERE BRAIN INJURY WHO RESIDE IN UNSERVED AND UNDERSERVED REGIONS OF THE STATE. THIRD, AMENDMENT ITEM 483 1H, 2H & 1S ADVOCATED FOR THE INCLUSION OF FULL-TIME EMPLOYEES OF STATE-FUNDED BRAIN INJURY SERVICES PROGRAM CONTRACTORS IN ITEMS 483 T.1.D. OF THE FY2023-24 APPROPRIATIONS ACT. SINCE 1989, THERE HAVE ONLY BEEN 18 YEARS WHEN NEW FUNDS WERE APPROPRIATED FOR BRAIN INJURY SERVICES IN VIRGINIA. THIS CREATES GREAT DIFFICULTY FOR THE STATE FUNDED BRAIN INJURY PROGRAMS IN MANAGING RISING COSTS, WAGES, AND STAFF TURNOVER. THIS AMENDMENT WOULD INCLUDE BRAIN INJURY SERVICES CONTRACTORS FOR DARS IN GROUPS THAT ARE ELIGIBLE TO RECEIVE RAISES WHEN THEY ARE GIVEN TO STATE EMPLOYEES. |
| FORM 990, PAGE 2, PART III, LINE 4D | OTHER PROGRAMS INCLUDE: EDUCATION; PUBLIC AWARENESS; ADVOCACY; SUPPORT GROUPS; AND CONSTITUENT SERVICES. |
| FORM 990, PAGE 6, PART VI, LINE 3 | THE ASSOCIATION HAS OUTSOURCED ITS ACCOUNTING FUNCTION TO ROBINSON CONSULTING GROUP AT A CONTRACTUALLY AGREED UPON FEE OF 48,000 PER YEAR. |
| FORM 990, PAGE 6, PART VI, LINE 6 | ORGANIZATION HAS NO MEMBERS WITH VOTING RIGHTS. |
| FORM 990, PAGE 6, PART VI, LINE 7A | THE NOMINATING COMMITTEE MAKES RECOMMENDATIONS FOR POTENTIAL BOARD POSITIONS; THE BOARD OF DIRECTORS MEET TO DISCUSS AND VOTE ON NOMINEES. |
| FORM 990, PAGE 6, PART VI, LINE 11B | THE ASSOCIATION'S FORM 990 IS REVIEWED BY THE EXECUTIVE DIRECTOR, TREASURER AND FINANCE COMMITTEE. UPON APPROVAL OF THESE PARTIES, THE FORM 990 IS PRESENTED TO THE FULL BOARD OF DIRECTORS PRIOR TO FILING WITH THE IRS. |
| FORM 990, PAGE 6, PART VI, LINE 12C | BOARD MEMBERS AND ALL STAFF COMPLETE A DISCLOSURE STATEMENT ANNUALLY. THESE DISCLOSURE STATEMENTS ARE REVIEWED BY THE EXECUTIVE DIRECTOR; IF ANY CONFLICTS ARE IDENTIFIED THEY ARE DISCUSSED WITH THE EXECUTIVE COMMITTEE. |
| FORM 990, PAGE 6, PART VI, LINE 15A | THE BOARD OF DIRECTORS COMPLETES AN ANNUAL EVALUATION OF THE EXECUTIVE DIRECTOR UTILIZING COMPARABLE SALARY DATA FROM OTHER ORGANIZATIONS OF SIMILAR SIZE AND MISSION IN ADDITION TO ACCEPTING GUIDANCE FROM AN EXTERNAL HUMAN RESOURCE CONSULTING FIRM. |
| FORM 990, PAGE 6, PART VI, LINE 15B | THE ASSOCIATION'S EXECUTIVE DIRECTOR EVALUATES ALL EMPLOYEES' SALARIES WHICH ARE THEN APPROVED BY THE BOARD OF DIRECTORS IN THE BUDGET PROCESS. |
