What is the organization's primary exempt purpose? To improve water quality management by participating cooperatively in water control monitoring analyzing water quality data to determine if stream standards are being achieved and developing water quality models and analyses which can be used by the regulatory agencies in developing discharge permits to protect water quality standards.
