Voter Education: Before 2020, Pennsylvanians had never voted early or by mail without an excuse in a general election. While signing people up to vote by mail and encouraging voters to voter early were crucial, we also needed to make sure they knew how to use these new voting options to avoid disenfranchisement. The Voter Project executed a significant voter education program to make sure all Pennsylvanians could vote in a safe, secure, and convenient way.

Vote By Mail: The Voter Project designed a focused voter by mail recruitment program in 2022 that focused on BIPOC, historically disadvantaged and low-propensity voters.

Schedule I, Part I, Line 2 All primary purpose grantees are required to sign a letter agreeing to the following conditions: (I) Not use any portion of the grant funds for nay purpose other than primary purpose social welfare and education purposes as describe and will repay any portion of the grant that is not used for such purposes; and (II) Promptly after the end of the taxable year in which grantee receives the grant, and after the end of each following taxable year during which the grantee retains any remaining balance of the grant funds, furnish The Voter Project with complete annual reports on: (a) the manner in which the grant funds and income thereon were spent; (b) grantee compliance with terms of the grant; and (c) a narrative summary of the progress made in accomplishing the purpose of the grant. Further, all grantees pledge to not use any portion of the grant: (I) for any purpose other than the primary purpose (social welfare or educational) for which the grant was made; (II) to carry on propaganda, or otherwise attempt to influence legislation, except to the extent permitted by IRS section 501(c)(4) or if applicable IRS sections 501(h) and 4911; and (III) for any activity other than that which was specifically authorized via grant letter. Grantees are further required to provide a financial and narrative report of activities by December 31 in the year the grant was made, summarizing how the grant was used and delineate the results achieved, consistent with primary purpose expenditures, as well as a copy of the grantee's next certified audit.
