IT IS DESIGNED TO BUILD TRUST AND COLLAB ORATION BETWEEN U.S. AND INTERNATIONAL COUNTERPARTS AND SUPPORT U.S. FOREIGN POLICY GOALS. THROUGH A 60-YEAR PARTNERSHIP WITH THE U.S DEPARTMENT OF STATE, GTUS SUPPORTS A NETWORK OF U.S.-BASED EXCHANGE ORGANIZATIONS THAT DESIGN AND IMPLEMENT SHORT-TERM, PROFESSIONAL EXCHANGE PROGRAMS THAT CONNECT U.S. CITIZENS AND THE WORLD'S EMERGING LEADERS. IVLP EXCHANGES ENABLE PARTICIPANTS TO EXPERIENCE THE U.S. FIRSTHAND, CONNECT WITH U.S. COUNTERPARTS, AND SHARE THEIR RESPECTIVE CULTURES WITH AMERICAN COMMUNITIES. PART I, LINE 2: GLOBAL TIES U.S. (GTUS) RECEIVES FEDERAL FUNDS THROUGH THE BUREAU OF EDUCATION AND CULTURAL AFFAIRS (ECA) OF THE UNITED STATES DEPARTMENT OF STATE (STATE). FUNDING MECHANISM: GTUS HAS A COOPERATIVE AGREEMENT WITH STATE, THE PURPOSE OF WHICH IS TO: SUPPORT THE GTUS ADMINISTRATIVE COSTS AND PROVIDE FUNDING FOR THE ECA COMMUNITY PARTNERSHIP GRANTS THROUGH WHICH LOCAL SPONSORS ARE AWARDED SUB-AWARDS TO ASSIST THEM IN PROGRAMMING FOR THE INTERNATIONAL VISITOR LEADERSHIP PROGRAM. THE GTUS MEMBERS, ALSO KNOWN AS COMMUNITY BASED MEMBERS (CBMS), ARRANGE PROFESSIONAL AND CULTURAL EXCHANGE PROGRAMS FOR ECA-SPONSORED INTERNATIONAL VISITORS EACH YEAR. A LARGE PORTION OF THE FUNDS GTUS RECEIVES IS REQUIRED TO BE SUB-AWARDED TO THE CBMS. AS A FEDERAL GRANTEE, GTUS IS RESPONSIBLE FOR MONITORING SUB-AWARDEES AND ENSURING THAT FISCAL, COMPLIANCE, AND PROGRAMMATIC RESPONSIBILITIES ARE FULFILLED. THIS INCLUDES MONITORING SUB-AWARDEES REPORTING, RECORDKEEPING, AND INTERNAL OPERATIONS AND CONTROLS. GTUS IS REQUIRED TO PERFORM SUB-AWARDEE MONITORING TO ENSURE THAT FUNDS ARE USED FOR THEIR INTENDED PURPOSES AND THAT THERE ARE NO AUDIT FINDINGS THAT MAY ADVERSELY AFFECT THE USE OF THE GRANT FUNDS. THE EXECUTIVE COMMITTEE SHALL HAVE AND MAY EXERCISE ALL THE POWERS OF THE BOARD OF DIRECTORS IN THE MANAGEMENT OF THE AFFAIRS OF THE CORPORATION BETWEEN MEETINGS OF THE BOARD OF DIRECTORS. IT SHALL REVIEW THE ANNUAL BUDGET PRIOR TO ITS PRESENTATION TO THE BOARD OF DIRECTORS FOR APPROVAL. A MAJORITY OF THE MEMBERS OF THE EXECUTIVE COMMITTEE SHALL CONSTITUTE A QUORUM FOR THE TRANSACTION OF ALL BUSINESS. SECTION 2.
