| Form 990, Part III, Line 4a | Many factors contributed to ENTEK choosing to locate this giga-scale expansion in Terre Haute. From the outset, ENTEK felt supported by the federal, state and local officials. Department of Energy funding opportunities are crucial to this expansion effort as the Administration and Congress invest in expanding domestic electric vehicle production capacity, as well as investments from the Indiana Economic Development Corporation and economic incentives from Vigo County. Terre Haute was immediately attractive with a readied workforce fueled by the expansive educational opportunities in the area, an abundance of renewable energy provided by Duke Energy, and private sector partners all working hand-in-hand to advance industry in the region." The Terre Haute Economic Development Corporation has worked with ENTEK officials on their exciting new project since October, 2022. As with nearly all projects of this scale (four primary structures totaling 1.6 million square feet), our work is only just beginning. We look forward to assisting ENTEK as construction commences in earnest over the coming weeks and months at the company's new 350 acres location in the Vigo County Industrial Park II. SIGNIFICANT UTILITY INFRASTRUCTURE UPGRADES IN THE WORKS TO SUPPORT NEW ENTEK PROJECT Driven by the enormous utility requirements of ENTEK's lithium-ion components project at full-build out, both Vigo County Industrial Parks will see significant upgrades that will not only meet the requirements of ENTEK, but will benefit future new projects and expansions going forward. The Vigo County Industrial Park I and II are served by great utility partners. From an electric power standpoint Duke Energy serves a large portion of the VCIP I and the entirety of the VCIP II. WIN Energy REMC serves a significant portion of the western end of the VCIP I. For both the VCIP I and II . . . natural gas is provided by CenterPoint Energy; potable/process water is provided by Indiana-American Water Corporation; sanitary Sewer by the City of Terre Haute and rail service is provided by CSX Transportation (via Vigo County Redevelopment Commission-owned rail). Finally, without question, JOINK has emerged as the both parks' preeminent fiber provider. ENTEK will be a very significant consumer of electric power, natural gas, process water and sanitary sewer. Extensive planning activities along with engineering design are currently underway by all of the utility companies who will be serving the ENTEK project. MANAGEMENT SERVICES AGREEMENT WITH THE CITY OF TERRE HAUTE DEPARTMENT OF REDEVELOPMENT CONCLUDES AFTER SUCCESSFUL EIGHT YEAR RUN A Management Services Agreement between the Terre Haute Economic Development Corporation and the City of Terre Haute Department of Redevelopment reached its end on February 29, 2024, following a successful eight year run. More specifically, the Agreement called for the President of the THEDC to also serve as the Executive Director of the Department of Redevelopment on a part-time basis. At its inception, it was envisioned that the Agreement would run a year or two at best, as an effort to save a bit of money for the Redevelopment Department as opposed to having a full-time director. The ever-decreasing Federal Community Development Block Grant (CDBG) and HOME monies from the U.S. Department of Housing and Urban Development (HUD) the funding backbone of the Department has necessitated a reduction in Redevelopment staff over the years. Over the past 20 years or so, the annual amount of CDBG and HOME formula dollars available to the Redevelopment Department has decreased by over $1 million dollars. On a brighter note, however, the funding situation has stabilized a bit, allowing the hiring of a new, full-time director, Jordan Marvel. Jordan began his new role on March 18, 2024. This writer has been fortunate to have been the Executive Director of the Department of Redevelopment in two separate stints full-time Director from 2000 2005 and part-time director from 2016 until the end of February of this year. During this time, I have been fortunate to work with highly-competent staff members and friends Dean Branson, Phil Kesner, Phenny Hall and Virginia Kelsheimer (current staff members) as well as retired staff members Cindi Chandler, Mike Kass and Dave Walker. Going forward, the Department of Redevelopment will continue its outstanding work on behalf of the citizens of Terre Haute. Be it the construction of infrastructure in low and moderate income neighborhoods; assistance to non-profits housing corporations regarding new bricks and mortar initiatives; demolition of substandard structures and work in one of the City's five tax increment finance areas, the Department of Redevelopment will successfully carry forth its mission into the future. |
