| PART III, LINE 1 - ORGANIZATION MISSION | THE NEW JERSEY ASSOCIATION OF COMMUNITY PROVIDERS (NJACP) REPRESENTS A DYNAMIC COMMUNITY OF DIVERSE PROVIDERS DEDICATED TO ADVANCING SUSTAINABLE COMMUNITY BASED SERVICES AND SUPPORTS THAT ENRICH LIVES AND BUILD FUTURES FOR PEOPLE WITH INTELLECTUAL, DEVELOPMENTAL AND OTHER DISABILITIES ACROSS THE STATE. |
| PART III, LINE 4A - PROGRAM SERVICE ACTIVITIES | The New Jersey Association of Community Providers (NJACP) has the privilege of representing 64 provider agencies that serve individuals with intellectual and developmental disabilities (IDD). The New Jersey Association of Community Providers continued to experience growth in 2018 both in terms of membership and revenue. The focus was once again on supporting providers in their transition to Fee-for-Service. The process was off to a slow start in 2017 with the pace accelerating in 2018. While providing unprecedented support to its membership, NJACP's CEO continued as chair of the Coalition for a DSP Living Wage, advocating for higher wages for direct support professionals (DSPs). There has long been a recognition that DSPs are grossly underpaid with no action taken by government officials to increase these wages which often leave them utilizing public assistance. This ongoing campaign has successfully advocated for DSP wages to remain $1.25 above the state's minimum wage. The Coalition for a DSP Living Wage was successful in securing $20M for providers to distribute to their DSPs in the form of a one-time bonus payment during 2017. Subsequent years have resulted in an increase in rates that translates to an hourly increase of $1.25 for DSP wages. This is a heavy lift given competing interests but a necessary effort to recruit and retain good DSPs. Since 2014, NJACP has increased its membership annually attributed in large part to the support and services it offers. Members receive a comprehensive electronic newsletter twice a week that is timely and relevant and it reflects information at the state and national level. This information is of importance as it assists providers with the planning and the implementation of services. For example, NJACP has focused on bringing legislators to the table to ensure they have a better understanding of the critical role that providers of services to the IDD community have. Providers of services to the intellectual and developmental disabilities community are invaluable and yet they continue to struggle with overly burdensome regulations, no cost of living increase in over ten years and a changing system that has created unnecessary administrative burdens. NJACP plays a critical role in advocating on behalf of its membership with the understanding that it is the IDD community and those being served that will benefit from a strong provider network. Toward that end, advocacy was at the forefront of NJACP's strategic agenda. Success can be measured, in part, by the number of legislators that have visited with NJACP's members; at least ten legislators have "met with" NJACP members annually. Such attendance and interaction has been made possible by the visibility that NJACP has achieved over the past several years; a visibility that has allowed NJACP to become a voice that is now being heard in Trenton. Supporting NJACP's membership can only serve to support the consumers they serve. This effort will always be a critical objective of NJACP. |
