Comments are considered and incorporated into the 990 as appropriate or discussed with the board chair if there are questions about the suggestions. The form is then signed and submitted.
Form 990, Part VI, Section B, Line 12c	The Management Plan for funds managed and advised by the Northeast Oregon Business Development Board of Directors each have conflict of interest guidelines. These guidelines prohibit funds to be loaned to active board members, staff members, their families or former board or staff members or members of their families until two years have passed since there were board or staff members. It is easy to ensure compliance with this policy because the board and staff members know that they cannot apply for loans and that their family members are ineligible to receive loans. Loan proposals are not brought to the board for consideration unless there are in compliance with this policy.
Form 990, Part VI, Section C, Line 19	The Northeast Oregon Economic Development District (NEOEDD) maintains documents for Northeast Oregon Business Development (NOBD) and has regular office hours.
