Explanation:

The tax return was not timely filed because the prior Treasurer left and did not provide any instructions for filing tax returns. There was also a problem in getting mail forwarded to the correct person. After a Notice dated 9/18/2023 was received, the new Treasurer seached for help in filing the correct return. There is no tax due and the late filing was due to officer turnover. Therefore, we ask that any prenalties be waived.
