Summary of Direct Charitable Activities
List the foundation’s four largest direct charitable activities during the tax year. Include relevant statistical information such as the number of organizations and other beneficiaries served, conferences convened, research papers produced, etc. Expenses
1 Cook's Branch Conservancy - See Statement 21 680,287
2 Mitchell Innovation LabThe Mitchell Innovation Lab seeks to identify and research the next most-pressing and future sustainability issues, beyond the programs we already fund. Topics like the energy transition and other up-and-coming sustainability questions are areas of focus, with projects like the Permian Energy Development Lab. 757,261
3 Clean EnergyThe Cynthia and George Mitchell Foundation is committed to clean energy in the state of Texas and supports strategic efforts that ensure that the state's growing demand for power is both minimized and met with the cleanest and water-leanest sources of electricity possible. Our clean energy program has three areas of focus: enhancing Distributed Energy Resources (DERs); catalyzing community-scale energy projects; and reducing Industrial emissions. 366,287
4 Shale (Sub-Surface Energy)The foundation focuses on improving the governance of subsurface energy development in addition to supporting efforts to reduce the negative environmental and community impacts of shale gas development. The Subsurface Energy Program supports a number of solution-driven strategies, including 1) examination of the interplay between federal, state, and local governance around shale development and protocol development to guide industry-community interactions; 2) comprehensive analysis of the risks associated with shale resource development, especially with respect to ground and surface water; and 3) support for collaborative and inclusive efforts to modernize the regulatory scheme for oil and gas operations in the state of Texas, which the foundation believes is needed because regulations may not have kept pace with the use of advanced drilling technologies. 345,222

Summary of Direct Charitable Activities 990-PF, Part VIII-A, Line 1 Activity One}}}}}}}}}}}}Cook's Branch Conservancy (CBC)CBC's mission is to be an exemplary model, advocate and source for science-based ecological research, restoration, and conservation of the Great Southern Forest. The two strategic areas of focus are: 1) Ecological Restoration and Research Lab; 2) Advocate for Conservation. The conservancy utilizes tools such as restoration timber harvests, prescribed burning, mechanical and chemical midstory control, invasive species eradication, and replanting in various combinations to meet specific habitat goals. Aggressive restoration initiatives have enabled the endangered Red-cockaded Woodpecker populations to triple, with 31 groups monitored in 2024. CBC has restored over 700 acres of native prairie habitat, making it the largest private prairie restoration project in Texas. The native clump grasses and forbes are bustling with pollinators, grassland dependent sparrows, snakes, insects, and numerous species dependent on this habitat that is declining across its historic range. As an Ecological Restoration and Research Lab, our objectives are to restore and enhance resilient ecosystems, allow the habitat to develop into forests with old growth characteristics, and to conduct both basic and applied research. Priority actions to support these objectives include tracking botanical diversity and prescribed fire effects, bird guild diversity monitoring, forest age class and regeneration modelling, herp community monitoring, bat acoustic monitoring, and analyzing previously collected data to inform management practices. Offering CBC to our academic partners as a field lab is a high priority. Soil carbon allocation and telemetry tracking of Crotalus horridus are examples of partner research on CBC in 2024.Cook's Branch Conservancy is currently the only active Monitoreo de Sobrevivencia Invernal (MoSI) station in the United States. MoSI is a global cooperative effort among public agencies, private organizations, and independent bird banders to better understand spatial and habitat-related variation in the overwintering physical condition and survivorship of migratory landbirds. CBC also participates in Monitoring Avian Productivity and Survivorship Program (MAPS), which is a continent-wide collaboration to assist bird conservation through demographic monitoring. The CBC data collected during MoSI and MAPS are shared with the Institute of Bird Populations, making them available to researchers globally.CBC is proud to be the state's first certified forest carbon project under the California Air Resources Board. CBC is enrolled in the California Carbon Offset Program (2020), Compliance Offset Protocol, U.S. Forest Projects, managed by the California Environmental Protection Agency, California Air Resources Board (CARB), monitoring 144 continuous carbon measurement plots across the conservancy.Archeological research of prehistoric and historic use of the lands of CBC is ongoing. 1,790 Archaeological shovel tests have discovered 21 important cultural sites to date.As an Advocate of Conservation, our objectives include outreach and education, supporting our partners through information exchange, building support for increased public funding of land conservation, and promoting the permanent protection and restoration of lands adjacent to CBC. Our initiatives to support the above objectives include publishing research findings, sharing collected data through appropriate platforms, collaborating on research projects, hosting convenings of industry and agency partners to address critical issues, and educating representatives as to the value land conservation brings to the community.
