	Legislative Department During calendar year 2024, the legislative department provided research assistance to council 5 staff and members related to 2023 and 2024 law changes, including legislative intent based on context of committee and legislative deliberations. Members of the legislative team attended local union meetings to answer questions about the legislative session, law changes, and future legislative work and priorities. The council worked to engage our members to participate in the legislative process through public testimony, meetings with legislators, coalition events, days on the hill, rallies, attending committee meetings, and meeting with legislators during and outside of the legislative session. During the 2024 legislative session, the council prioritized legislation which further clarified labor protections passed during the 2023 session, supplemental funding requests which were passed in a non-budget year, and worked to maintain the benefits of 2023 laws such as Paid Family Medical Leave and Earned Sick and Safe Time.

Form 990, Part III, Line 4d	Program Service Expenses 0, Grants and allocations 0, Revenue 0 FIELD SERIVES The Field Service department continues to engage locals in AFSCME STRONG plans to foster local empowerment and to build local Union membership. Field reps have been providing training in areas of negotiations, Local Government, Steward training and AFSCME Strong. In addition to trainings, Field reps continue to negotiate contracts, mediation, arbitration and assist with grievances. Field is also assisting with external organizing around unorganized workers working alongside our current bargaining units. Minnesota Science Museum now has their 1st contract in place, in addition to the Science Museum, MMLA Mid Minnesota Legal Aid, should have a finalized first contract in the next 30 days. Along the same lines, another legal group SMRLS Southern Minnesota Regional Legal Services just went public last week and will also be sitting down to bargain a first contract in the very near future.
Form 990, Part VI, Section A, Line 6	- The Organization has approximately 26,800 members.
Form 990, Part VI, Section A, Line 7a 7b	- Members elect a Board of Directors every 3 years at the annual Council convention. The Board makes decisions on behalf of the members unless it is a constitutional issue.
Form 990, Part VI, Section B, Line 11	- The 990 is prepared externally by the independent auditor and then signed by a Board Officer. The audited financial statements are presented by the auditor and reviewed in depth with the Chair Officers and Finance Committee. The 990, however, is not reviewed by the full Board.
Form 990, Part VI, Section B, Line 15a 15b	- The Board sets the salary of the Executive Director. The salary of any other key or essential employees is set by the Executive Director.
Form 990, Part VI, Section C, Line 19	- The information is provided upon request only.
Form 990, Part XII, Line 2c	- The Executive Director, Chair Officers, and Finance Committee provide oversight and meet with the auditor upon completion of the audit.
