| Additional information regarding programs | Part XIV, Line 3a | Simon Bolivar Foundation Inc. primarily funds charitable grants to improve the health of vulnerable populations affected by disaster, conflict and poverty, with special attention to mothers and children, in and out of Venezuela, as well as other vulnerable populations, with three main objectives: i) increasing access to medicine and nutrition thereby improving the wellbeing of vulnerable populations, ii) enhancing capacity of medical professionals and caregivers to serve and treat patients in need through education and support and iii) empowerment of charitable and non-governmental organizations (NGOs) to serve the health needs of the most vulnerable individuals in their communities. The charitable programs approved by the Foundation's Board of Directors are divided into two categories: 1. Humanitarian Health grants that provide support to charitable programs and organizations that align with the Foundation's goals of expanding access to medicine and nutrition that ultimately improves the well-being of the most vulnerable individuals in and from Venezuela. These programs include strategic partnerships with renowned and long-standing 501(c)(3) not-for-profit organizations and other qualified charitable organizations with demonstrated capacity to execute humanitarian health programs in Venezuela, the United States and the Latin American region and knowledge transfer grants that aim to enhance the capacity of medical professionals and caregivers to serve and treat patients in need in Venezuela and the region; and 2. Medical grants that support critically ill patients in need. The Foundation is located in Houston, Texas. CITGO Petroleum Corporation ("CITGO") is the sole member and contributor of the Foundation at this time. During 2024 CITGO made contributions to support the programs of the Foundation in the amount of $7,500,000. Approximately 27 CITGO employees volunteer part of/all their time to the Foundation in providing services such as operational, accounting, tax, legal, procurement, audit and other services, for a total of approximately 10,719 volunteer hours. On January 28, 2019, the U.S. Department of Treasury's Office of Foreign Assets Control ("OFAC") added CITGO's ultimate parent company Petroleos de Venezuela, S.A. (PDVSA) to the List of Specially Designated nationals and Blocked Persons ("SDN List"), generally prohibiting U.S. persons from engaging in any transaction in which PDVSA or any entity owned 50 percent or more by PDVSA has any property interest. On February 26, 2019, OFAC issued special license No. Venezuela-EO13850-2019-359230-1 authorizing the Foundation to continue to provide charitable assistance and financial support for ongoing medical treatment, medicines, medical devices, and related services to patients referred by PDVSA, as well as to cover any remaining expenses in connection with such treatment pursuant to existing grant agreements with the patients and service agreements with the patients' healthcare providers and other providers entered into prior to January 28, 2019. This special license was subsequently extended until July 31, 2027 to allow more time to transition the remaining patients to other charitable organizations and/or medical institutions that can continue to assist with their long-term medical needs. It is unclear at this time whether or when the sanctions may be lifted, or if additional sanctions may be put in place.Other charitable programs executed by the Foundation are not impacted by the sanctions explained above. |
