TOP builds networks of community leaders and broad bases of organized residents, equipping them to win tangible policy changes that improve their communities with resounding effects citywide, countywide and statewide. TOP members focus on issues such as affordable housing, improving neighborhood infrastructure, improving public schools, jobs and job training, affordable health care, criminal justice reform, and immigrants' rights.

TOP ED FUND AND TOP HAVE A SIGNED COST SHARING AGREEMENT IN PLACE TO GOVERN THE SHARING OF EMPLOYEES, FACILITIES, GOODS AND SERVICES. ALL EMPLOYEES FILL OUT TIMESHEETS TO DOCUMENT THEIR ACTIVITIES AND TOP BILLS TOP ED FUND FOR ITS PORTION OF THE EMPLOYEES' SALARY. ALL OTHER EXPENSES ARE BILLED MONTHLY BASED ON THE PERCENTAGE OF SALARIES EACH ORGANIZATION WAS RESPONSIBLE FOR IN A GIVEN MONTH. ALL EMPLOYEES FILL OUT TIMESHEETS TO DOCUMENT THEIR ACTIVITIES AND TOP BILLS TOP PAC FOR ITS PORTION OF THE EMPLOYEES' SALARY.
