Explanation:

Kisatchie-Delta Regional Planning and Development District is a small office with 4.5 FTE employees. Our agency is quasi-governmental, and the auditor does not complete the process and submissions until the end of December, so it compels our agency to regularly file for an extension; after receipt of the audit, we are provided critical information necessary to complete a 990 filing. We experienced a number of unforeseen disruptions that impacted our small agency, preventing us from timely producing the extension request and filing. During late October 2024 through November 8, 1) the executive director and two senior programming staff were on travel status outside of the region for a full week and dispersed at meetings within the region otherwise; and 2) our staff person who was to transition into the bookkeeping role, to take over accounting December 1, endured three separate medically-necessary procedures during this period. We had to implement substitute back-up procedures at this time, while preparing for forecasted Hurricane Rafael, and then would experience severe storms, wind shear, 4.5" of rain (November 10), and flash flooding. Several days of disruptions resulted. Around this same time, our financial staff person, who was transitioning out of the role, experienced sudden, family medical emergencies with her elderly mother entering the emergency room and being admitted for a number of days with life-threatening conditions. Weather and related disruptions had continued and were followed by intermittent tornado threats in the days and weeks following. Our prior financial staff person communicated a change in work for other employment, had shifted to weekend hours, and would not be available business days after November 15, 2024 (the date the extension was due), so we had virtually no opportunity to coordinate a transition for our new bookkeeper (LY) who did not receive the accounting systems, laptop, file storage, and financial records until after December 1, 2024. We have taken steps to correct action and meet timing for the next filing.
