This is discretionary based on performance to the extent that it falls within the established range. This range is developed and reviewed periodically based on averages and compiled from both industry surveys and information obtained from comparable utilities. Each such review is consistent in its inclusion of the relevant data. Compensation for managers and key employees is conducted int he same fashion. However, the decision is made by the Cooperative's General Manager.
