Schedule I, Part I, Line 2 All primary purpose grantees are required to sign a letter agreeing to the following conditions: (I) Not use any portion of the grant funds for any purpose other than primary purpose social welfare and education purposes as described and will repay any portion of the grant that is not used for such purposes; and (II) Promptly after the end of the taxable year in which grantee receives the grant, and after the end of each following taxable year during which the grantee retains any remaining balance of the grant funds, furnish The Voter Project with complete annual reports on: (a) the manner in which the grant funds and income thereon were spent; (b) grantee compliance with terms of the grant; and (c) a narrative summary of the progress made in accomplishing the purpose of the grant. Further, all grantees pledge to not use any portion of the grant: (I) for any purpose other than the primary purpose (social welfare or educational) for which the grant was made; (II) to carry on propaganda, or otherwise attempt to influence legislation, except to the extent permitted by IRS section 501(c)(4) or if applicable IRS sections 501(h) and 4911; and (III) for any activity other than that which was specifically authorized via grant letter. Grantees are further required to provide a financial and narrative report of activities by December 31 in the year the grant was made, summarizing how the grant was used and delineate the results achieved, consistent with primary purpose expenditures, as well as a copy of the grantee's next certified audit. All non-primary purpose grantees must agree to similar conditions except they may use the funds for section 527 exempt purposes.

Schedule L, Part IV Kevin Mack, Chairman of the Board and Senior Advisor was a minority owner of Deliver Strategies for part of the year. Deliver Strategies provided direct mail services to The Voter Project in 2024. This was an arms-length vendor relationship and The Voter Project relied on outside individuals and organizations to advise on overall spending, budget and fees for services. The Voter Project spent $823,516.13 with Deliver Strategies in 2024 to provide direct mail printing ($750,205.55), postage ($10,599.58), shipping ($2,711), and consulting ($60,000).
