If this filing is indeed late two factors are involved: 1) Internal debate as to whether filing is required. Pursuant to Rev. Proc.95-48 Section 4.02(b)(i) et sec., Nevada Animal Shelter Corporation is "operated, supervised, [and] controlled by" the City of Nevada, MO, & (ii) it meets three affiliation factors listed in 4.03. To wit, (a) it was created by the City of Nevada; (d) the City exercises control over & oversees all of the Shelters expenditures; & (e) if the shelter is dissolved, its assets will be distributed to the City of Nevada. Considering these factors, the Shelter is likely not required to file. Regardless, we decided to file in the interest of transparency and public disclosure. 2) As a first-time e-filer, the treasurer had technical difficulties navigating the e-file service web pages and submitting a the signature page prior to the 17:00 EDT deadline.
