Form 990, Part I, Line 1, Description of Organization Mission or most	significant activities: The Council for Affordable and Rural Housing (CARH) in Alexandria, VA is a national non-profit trade organization. Since 1980, CARH has served as the nation's premier association for participants in the affordable rural housing profession, including: Builders, Owners, Developers, Managers, Non-profits, Housing Authorities, Syndicators, Accountants, Architects, Attorneys, Bankers, and companies that supply goods and services to the industry. There is no other association that solely represents the needs of the entire rural housing industry. CARH represents the views and concerns of its members before Congress and appropriate officials at the Department of Agriculture (USDA) Rural Development (RD), Department of Housing and Urban Development (HUD), Department of Treasury, and before state housing finance agencies and other state and local agencies that focus on housing. By serving as the coordinator of industry comments on proposed regulations, legislation and funding, CARH provides a respected voice for the concerns of all major participants in the affordable rural housing industry. During times when both Congress and the Administration have proposed drastic cuts in the housing budgets, CARH has vigorously supported additional and realistic funding. The association has been a leader in developing the low-income housing tax credit (LIHTC) and continuously monitors all tax proposals to protect and improve the provisions that make the construction of affordable housing possible.
