E-Enterprise for the Environment is a joint effort between the state environmental agencies, tribes, and EPA to modernize the business of environmental protection. E-Enterprise is working to achieve this by streamlining and modernizing the implementation of our environmental programs, enhancing service to the regulated community and the public, and operating as a model of joint governance. E-Enterprise builds on and continues the work of the Exchange Network as the ability to move and share environmental data efficiently is essential to modernizing environmental protection and enhancing service to stakeholders.

Omnibus: The Omnibus Program consists of numerous small projects funded by U.S. EPA through a cooperative agreement. Form 990, Part VI, Section A, line 4 The by-laws changed on September 6, 2024 and the summary is as follows: 1. Executive Committee now called the Board of Directors 2. Four At-large Board Members instead of eleven geographically based representatives 3. Changes to provisions for filling vacant positions 4. Changes to provisions for approving amendments to bylaws, including reduced notice period for electronic vote and reduced threshhold (from 85% of full membership to 85% of quorum present). 5. After their questions and concerns are addressed a copy of the form 990 is provided to the full board of the organization. After that distribution, the 990 is signed and submitted to the IRS.
Form 990, Part VI, Section B, line 12c Annually, the Executive Committee reaffirms the Conflict of Interest Policy. Staff are provided a copy when they join the organization. Annually, Executive Committee members complete a disclosure form. If a perceived or actual conflict arises, it is to be reported to the Executive Committee. The officers of the Executive Committee then determine if a conflict exists. If one does exist, the interested person may not participate in any vote for which the conflict exists. If conflict of interest is disclosed or discovered after an action has been taken, the officers will then determine whether to reject the transaction or take other action. If an officer is the interested person, they are not allowed to be involved in these decisions.
Form 990, Part VI, Section B, line 15 To determine the compensation for the Executive Director, the officers of the Board (President, VP, Secretary-Treasurer, and Past President) are provided information from salary surveys of nonprofits and compensation information of similar associations from 990's. Annually, they review the Executive Director's performance and set a rate of compensation. The compensation for the Deputy Executive Director is set by the Executive Director with consultation from the officers of the Board.
Form 990, Part VI, Section C, line 19 The Council's Bylaws are posted on the Council's website. The Council will provide electronic copies of the Bylaws, Conflict of Interest Policy, and audited financial statements to the public upon request.
