This program specifically set out to educate low propensity voters and voters of color across the Commonwealth.

All primary purpose grantees are required to sign a letter agreeing to the following conditions: (I) Not use an partition of the grant funds for any purpose other than primary purpose social welfare and education purposes as described and will repay any portion of the grant that is not used for such purposes. (II) Promptly after the end of the taxable year in which grantee receives the grant, and after the end of each following taxable year during which the grantee retains any remaining balance of the grant funds, furnish PA Alliance Action with complete annual reports on (I) The manner in which the grant funds and income thereon were spent, (II) On grantee compliance with terms of the grant, and (III) a narrative summary of the progress made in accomplishing the purpose of the grant. All grantees must further pledges to not use any portion of the grant: (A) For any purposes other than the primary purpose (social welfare and educational purposes for which the grant was made; (B) To carry on propaganda, or otherwise to attempt to influence legislation, except to the extent permitted by the IRS section 501(C)(4) or if applicable IRS sections 501(H) and 4911, and (C) For any activity other than that which was specifically authorized via grant letter. Grantees are further required to provide a financial and narrative report of activities summarizing how the grant was used and delineate the results achieved, consistent with primary purpose expenditures, as well as a copy of the grantees next certified audit.
