Summary
Activities & Governance 1 Briefly describe the organization’s mission or most significant activities: The ITEA mission has not changed in its 44 years - we continue to advance the exchange of technical, programmatic, and acquisition information among the test and evaluation community. However, in 2023, the ITEA board conducted a year-long strategic planning session and began the implementation process in 2024 on how ITEA can grow the future workforce of test and evaluation. The implantation plan was sorted into three categories: Financial, Workforce, and Membership - A Director took the lead on each category and formed a sub-committee to investigate ways to improve the goals of the association. The association leaders sparked enthusiasm and participation from our membership - focusing on the early career members, to understand what they were looking for in a professional and educational association. This was an extremely productive year!

With enthusiasm, ITEA continues to have an upswing in participation with an unusually high level of responses to attending and presenting technical papers at these events. We continued to focus on educating the future test and evaluation workforce as well as continuing to educate the current workforce. Due to the strategic plans being implemented this year, the early career workforce professionals are now more than ever, seeking knowledge from the leadership and technical subject matter experts. We offered a new 1-day forum on a new topic (AI in Test and Evaluation) that created a lot of discussion and enthusiasm. We continued to host workshops on topics such as, Directed Energy, Cybersecurity, Test Instrumentation, and Multi-Domain Operations; and found our members were eager to engage in these highly sought after topics to learn and share knowledge and advance the field of test and evaluation.

LIFT Users Forum: In 2024, the International Test and Evaluation Association (ITEA) entered into a collaborative arrangement with William Thomas Consulting, led by CEO Dr. Scott Foisey, an active ITEA member, to support an educational event for the Test and Evaluation (T&E) community in Virginia Beach. Dr. Foisey hosted the LIFT Users Forum, an event designed to share the current and future state of the Leverage Innovations, Frameworks, and Technologies (LIFT) ecosystem and to gather the ?voice of the customer? from system users. LIFT is a digital ecosystem that supports teams of any size and mission, enabling collaboration and lifecycle management from concept through sustainment. It integrates tools such as JIRA and Confluence to foster agile workflows, streamline project tracking, and enhance communication. LIFT provides an environment where teams can create dynamic pages, design workflows, and generate reports that effectively communicate organizational data to stakeholders. The ITEA Board of Directors approved the LIFT Users Forum as an official ITEA-supported event and incorporated it into the annual budget. ITEA provided logistical and administrative support, including participant registration and event hosting on the ITEA website. To help offset the costs associated with the use of ITEA?s registration database and on-site support, ITEA received $5,000 from William Thomas Consulting. The collaboration successfully advanced professional development and knowledge-sharing within the T&E community while showcasing innovative digital practices that enhance efficiency and team performance across programs and organizations.

These students are the future workforce in our industry, and we strive to engage the youth in the potential career opportunities in the test and evaluation community. We also offer the opportunity for the institutions to purchase needed equipment that has the potential to impact their technical curriculum. The ITEA scholarship program is administered by the leadership at the ITEA Chapters with the assistance of the ITEA Executive Office and under the cognizance of the Board of Directors. Return Reference Explanation
Part I, Line 7: Non-Fixed payments not listed above During calendar years 2023 and 2024, ITEA Board of Directors authorized a $65,000 salary adjustment and performance-based bonus for the Executive Director. This compensation reflects the position's increased responsibilities, including expanded operational support, enhanced financial and administrative oversight, and the successful execution of multiple international programs and events that further ITEA's exempt purpose of advancing professional education, knowledge, and collaboration in the Test and Evaluation (T&E) community. The performance-based component was tied to measurable organizational outcomes, ensuring that total compensation is reasonable, consistent with the fair market value of the services provided, and compliant with IRS regulations governing compensation of executives of tax-exempt organizations.

Form 990, Part VI, Section A, Line 3 The organization contracted with three part-time professionals, with over 50 years of experience between them, to manage the day-to-day duties previously performed by a full-time Executive Director. In 2024, they continued to maintain all the responsibilities and functions of managing the association. They aid in such areas as fundraising, management, knowledge of business processes, communication, and planning and executing events to include workshops, symposia and training, as well as facilitate and execute revenue building opportunities. They provide advice, guidance, direction and authorization in carrying out the major duties of the organization consistent with established organizational policies. Together, in partnership with the Board of Directors, they review operating results, evaluate the effectiveness of programs, and develop creative and innovative methods to improve the delivery of the organization's products and services to current and prospective members, effectively fulfilling the role of Executive Director of ITEA.
Form 990, Part VI, Section A, Line 6 ITEA currently has 1,070 members, encompassing both individual professionals and corporate member representatives.
Form 990, Part VI, Section B, Line 11b The Form 990 will be prepared by Quist & Associates and reviewed by the Executive Committee. Upon final review, the Executive Committee will provide a copy to the Board of Directors, circulated electronically before filing. It will be presented to the Directors as an informational item at the next regularly scheduled meeting. A copy of the Final 990 was provided to each Board Member prior to it being submitted to the IRS.
Form 990, Part VI, Section B, Line 12c Board Members acknowledge that they have read and understood the Conflict of Interest Policy and must disclose any relationships that could give rise to conflict. If a conflict does occur during their term, the information is escalated to the Board President and Executive Committee for their review and consideration if the infraction merits further action or removal from the Board.
Form 990, Part VI, Section B, Line 15a The board's standing Ways and Means committee made up of independent persons review the compensation plan and conducts necessary comparisons within the industry. They bring this forward to the Executive Committee for final decision.
Form 990, Part VI, Section C, Line 19 Documents are on the website and available upon request.
Part IV, Line 14: ITEA is a member-based organization with just over 1,000 members. We have 20 regional chapters in the US and Internationally, covering all our members. The Chapters are in place to encourage local events - meetings, workshops, etc. where the Test & Evaluation professionals can gather to discuss challenges and solutions within the community. Our non-US community includes less than 50 individual members. ITEA does not maintain offices, employees, or other agents internationally. Two international chapters are considered active.
