Return Reference Explanation
PART IV, LINE 2B: EXPLANATION OF ESCROW AGREEMENT IN 1983, A NATIONAL BOARD WAS CONVENED TO OVERSEE DISTRIBUTION OF FUNDS THROUGH THE EMERGENCY FOOD AND SHELTER PROGRAM (EFSP), A SEPARATE CONGRESSIONALLY AUTHORIZED PROGRAM OF THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) WITHIN THE DEPARTMENT OF HOMELAND SECURITY (INDEPENDENT AGENCY PRIOR TO 2002). EACH YEAR, UWW HAS BEEN ELECTED BY THE EFSP NATIONAL BOARD TO SERVE AS ITS FISCAL AGENT. AS FISCAL AGENT, UWW IS THE INTERMEDIARY CUSTODIAN OF THE FUNDS AND IS RESPONSIBLE FOR THE DISBURSEMENT OF GRANTS AS DIRECTED BY THE NATIONAL BOARD. EFSP IS NOT CONSOLIDATED INTO THE ORGANIZATION'S FINANCIAL STATEMENTS. SINCE 1983, U.S. CONGRESS HAS ALLOCATED MORE THAN $6.7 BILLION TO THE FEMA TO PROVIDE EMERGENCY FOOD AND SHELTER TO NEEDY INDIVIDUALS THROUGHOUT THE COUNTRY. AS OF DECEMBER 31, 2024, UNDISTRIBUTED BALANCES OF $8,354,663 WERE INCLUDED IN THE CUSTODIAL FUNDS WITH A CORRESPONDING LIABILITY IN THE CONSOLIDATED STATEMENTS OF FINANCIAL POSITION OF UWW. UWW ALSO MAINTAINS TWO FISCAL AGENT AGREEMENTS WITH THIRD PARTIES ON BEHALF OF ITS MEMBERS TO PROVIDE DONATION PROCESSING SERVICES RELATED TO CERTAIN EMPLOYEE GIVING CAMPAIGNS. THESE CAMPAIGNS ARE CONSIDERED "FUNDRAISING ACTIVITY" OF UWW'S MEMBERS, AND UWW DOES NOT RECORD REVENUE FROM THESE TRANSACTIONS. UWW DOES RECORD COLLECTED FUNDS, NOT YET DISTRIBUTED BY THE THIRD-PARTY PROCESSORS, AS A CUSTODIAL ASSET AND CUSTODIAL LIABILITY. AS OF DECEMBER 31, 2024, THE FUND'S MARKET VALUE OF $10,335 IS INCLUDED IN CUSTODIAL FUNDS.
PART V, LINE 4: INTENDED USES OF ENDOWMENT FUNDS BOARD DESIGNATED QUASI-ENDOWMENT - UWW'S BOARD HAS DESIGNATED FUNDS BE SET ASIDE TO ESTABLISH AND MAINTAIN A QUASI-ENDOWMENT FOR THE PURPOSE OF SECURING THE ORGANIZATION'S LONG-TERM FINANCIAL VIABILITY AND CONTINUING TO MEET THE NEEDS OF THE ORGANIZATION. DONOR RESTRICTED PERMANENT ENDOWMENT - THE ORGANIZATION'S DONOR RESTRICTED ENDOWMENT INCLUDES A FUND ESTABLISHED FOR THE PURPOSE OF PROVIDING HOME CARE AND ASSISTED LIVING TO THE ELDERLY POOR, WITH SPECIFIC REFERENCE TO ASSISTING OLDER PEOPLE TO REMAIN IN THEIR OWN HOMES. PART V, LINE 1A, COLUMN (B): EXPLANATION FOR CHANGE IN BEGINNING OF YEAR BALANCE DURING 2023, IT WAS DETERMINED THAT AN ENDOWMENT IN THE AMOUNT OF $1,169,491 RECEIVED PRIOR TO 2023 SHOULD BE RECLASSIFIED TO AN UNRESTRICTED ASSET AND WAS REMOVED FROM BEGINNING BALANCE.
PART X, LINE 2: FIN 48 (ASC 740) FOOTNOTE UWW FOLLOWS GUIDANCE THAT CLARIFIES THE ACCOUNTING FOR UNCERTAINTY IN TAX POSITIONS TAKEN OR EXPECTED TO BE TAKEN IN A TAX RETURN, INCLUDING ISSUES RELATING TO FINANCIAL STATEMENT RECOGNITION AND MEASUREMENT. THIS GUIDANCE PROVIDES THAT THE TAX EFFECTS FROM AN UNCERTAIN TAX POSITION CAN ONLY BE RECOGNIZED IN THE FINANCIAL STATEMENTS IF THE POSITION IS "MORE-LIKELY-THAN-NOT" TO BE SUSTAINED IF THE POSITION WERE TO BE CHALLENGED BY A TAXING AUTHORITY. THE ASSESSMENT OF THE TAX POSITION IS BASED SOLELY ON THE TECHNICAL MERITS OF THE POSITION, WITHOUT REGARD TO THE LIKELIHOOD THAT THE TAX POSITION MAY BE CHALLENGED. UWW HAS DETERMINED THAT THERE ARE NO MATERIAL UNCERTAIN TAX POSITIONS THAT REQUIRE RECOGNITION OR DISCLOSURE IN THE FINANCIAL STATEMENTS.
